What You'll Do: 

Collects and analyzes data to detect deficient controls, duplicated effort, extravagance, fraud, or non-compliance with laws, regulations, and management policies. Examines, investigates, and reviews records, reports, financial statements and management practices. Plans and organizes audit procedures and prepares detailed reports on audit findings. Reports to management about asset utilization and audit results, and recommends changes in operations and financial activities.

This position is assigned to our Internal Audit group in the ADHS Policy & Intergovernmental Affairs and works under general supervision of the Audit Administrator. The fundamental responsibilities of the position include the following: Performs highly complex agency and program internal audits to gauge economy, efficiency, effectiveness, policy compliance, and properly functioning internal controls. Advises on requirements, liabilities, and penalties of compliance and non-compliance.

Prepares audit workpapers, draft and final reports including communicating results to agency management at exit conferences. Develops audit scopes, test objectives and test steps based on policy and complex data analysis in accordance with generally-accepted auditing standards (GAAS) and government audit standards (GAS).

May be required to provide testimony at formal or informal legal hearings. Performing complex audits of contracts and grant expenditures (i.e.; Contractor Expense Reports (CER) / vendor invoices) including evaluating other municipality "best practices" in order to leverage in assessing ADHS internal controls and recommending improvements to sure up control gaps to reduce risk. Conducting and developing CER financial training.


This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Performs difficult, highly complex, and/or sensitive audits. Scope may include multi-discipline or multi-functional areas of a complex nature.

Prepares audit reports, outlines, and draft and final reports.

Develops audit scopes, objectives, and procedures in accordance with generally-accepted auditing standards (GAAS) and government audit standards (GAS).

Advises on the requirements, liabilities, and penalties of compliance and noncompliance.

Conduct extensive CER financial training and provide continuing consultative services to ADHS management.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
- Accounting principles and practices; the analysis and reporting of financial data.
- Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), Code of Federal Regulations (CFR), State of Arizona Accounting Manual (SAAM), State Statutes, and Administrative Code.
- Considerable knowledge of the principles, concepts, practices, methods, techniques of government accounting, internal control structures, and fiscal management.
- Automated accounting systems and internal control structures, including the use of applicable software.
- Considerable knowledge of reference materials such as federal regulations, Arizona Revised Statutes, applicable agency manuals, and policies and procedures.
- Performance Management (PM), and Continuous Quality Improvement (CQI) and Lean methodologies.

Skill in:
- Auditing work, principles and standards.
- Analysis, interpretation, and communication of financial data.
- Reconciliation of reports and financial data.
- Identify and correct inconsistencies or errors of financial data.
- Recommend and implement solutions to identified financial problems.
- Effective time management.
- Effective communication skills, both oral and written.
- Excel, including macros and pivot tables.
- Work organization and accomplishment.
- Maintain accounting records through automated accounting systems, including PC and mainframe computer skills.

Ability to:
Work independently under general supervision of the Chief Audit Administrator or Audit Supervisor.
- Work in teams and collaborate effectively with co-workers including leading team members.
- Compose clear and concise audit reports.
- Accurately complete and assemble audit working papers.
- Accurately analyze and interpret complex data.

Selective Preference(s):

Bachelor's degree in accounting or closely related field with a minimum of two years experience as an Auditor or equivalent. Preference given to applicants with Public Health experience. Prefer Certified Internal Auditor (CIA); Certified Public Accountant (CPA);
Certified Fraud Examiner (CFE); Certified Information Systems Auditor (CISA) and/or Certified Gov. Auditing Professional (CGAP)

Retirement:

To help you build a financially secure future, the State makes monthly contributions to finance your retirement benefit. The State will contribute to the ASRS in an amount equal to your contribution. In other words, you and the State will each pay 50% of the total cost of the benefit. New State employees have a 27-week wait period for contributions to begin.
