Job Summary:

This position is responsible for reviewing complex and challenging applications for the Recharge, Assured & Adequate Water Supply Program and ensuring that the highest technical standards are applied. Responsible for technical input to difficult decisions by utilizing their knowledge in hydrology, numerical and analytical techniques, supply and demands of major municipal and private water providers, groundwater flow modeling, and database application support and development. This position will assist other professional hydrologists in developing approaches to analyze complex hydrologic conditions and unique groundwater modeling problems. Responsible for providing technical assistance at project review and application meetings.

A hybrid work schedule (some work in the office and some work from home) is available for this position.

Job Duties:
This position is responsible for reviewing and analyzing hydrology submissions for Recharge Program permit applications and ensuring accuracy and appropriateness with respect to program requirements and sound professional practices. Responsible for drafting recharge permits (underground storage facility permits) as well as reviewing hydrologic data collected and reported pursuant to those permits to ensure compliance with permit conditions. Responsible for technical input and programmatic guidance at project review and application meetings. Will conduct site inspections to assess compliance with the permits issued by the program.  This position will assist other program hydrogeologists in developing approaches to analyze unique or complex hydrologic conditions related to recharge and recovery and provide technical input and assistance at project review and application meetings.  This position will have adequate computer and GIS skills to conduct review of recharge and assured and adequate water supply projects and applications.
 
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • The hydrologic principles including Arizona-specific hydrology.
  • Groundwater Code, Department rules and Statutes, and Department policies pertaining to the Recharge Program.
  • The use of analytical and numerical groundwater flow models.
  • The nature, occurrence, and behavior of surface water and groundwater, collection and analysis of data, and the interpretation of hydrologic data and systems
  • Groundwater flow equations, standards, and innovative techniques for solving variable groundwater problems

Skills in:

  • Writing technical memos and reports of increasing complexity
  • Applying analytical and numerical groundwater flow models and interpreting results
  • Applying hydrological principles and methods to direct complex projects involving the analysis of surface water and groundwater quantity and quality problems.
  • Must have strong interpersonal as well as verbal and written communication skills.

  • Work on a professional level with consultants and the public
  • Establish and maintain effective working relationships with agency staff, governmental officials, the regulated community, consultants, and the general public
Selective Preference(s):

Bachelor's degree from an accredited institution in hydrology, civil engineering, geology, watershed management or a related field, and at least two years of professional level water resources/hydrogeological experience, OR a Master’s degree in a related field.

Retirement:

Positions in this classification participate in the Arizona State Retirement system (ASRS). Please note, enrollment eligibility will become effective after 27 weeks of employment. The current contribution rate is 12.29%.
