Job Summary:

This position is responsible for making payments to contractors, consultants, local governments, railroad and utility construction and others in support of the highway construction program. Additionally, responsible for the oversight on all chart of account elements for contractor estimates, in-kind entries and engineering consultant project closeouts and oversee all internal/external audits for those payments. Responsibilities also include following all prompt pay statuses in accordance with all Arizona Revised Statutes.


This position may be available for remote work within Arizona (2 days per week in the office/hoteling).

Job Duties:

Process payments to contractors, consultants, local governments, railroad and utility construction and others in support of the highway
construction program.

Oversight of the Contracts Payable email inbox. Assign tasks to be completed as they come into the mailbox. Answer any questions and provide information based on requests that come into mailbox.

Update desk procedures for unit to include all facets of sustainability for the team. This will include, training, procedure mapping and SIPOC's.

Knowledge, Skills & Abilities (KSAs):

Knowledge Of:

  • Automated accounting systems to process vendor payments in ERP System.
  • Microsoft applications and general databases to prepare spreadsheets, correspondence to staff and internal/external customers, and modify reports using SQL inquiries.
  • Accounting and math to ensure accuracy of payment coding and calculate monies on purchase orders to ensure that invoices will be processed for payment.
  • Processing invoices that do not match the purchase order exactly and generate manual payment documents.
  • Working knowledge of Microsoft office and Google Suites.

Skills In:

  • Analytical skills to interpret financial data to research and correct errors.
  • Oral and written communication skills to effectively communicate with staff and internal/external customers.
  • Attention to detail, strong planning and organizational skills, and the ability to multi-task, prioritize and deliver results
  • Experience in process improvement activities.

Ability To:

  • Work with others/interpersonal relationships to professionally communicate with others to understand and anticipate constituent and stakeholder concerns.
  • Exercise organization/time management to ensure job responsibilities are completed in a timely manner and to handle any unexpected workload effectively.
  • Learn and apply LEAN concepts, principles and tools used to create and deliver the most value from the customers perspective while consuming the fewest resources and engaging people in continuous problem solving.
Selective Preference(s):

Two years governmental accounting experience equivalent to Accountant 1; OR completion of at least 24 semester hours of accounting from an accredited college or university; OR two years professional level accounting experience in business or industry.

Pre-Employment Requirements:

Valid driver's license with an acceptable 39 month driving history.
