Job Summary:

The General Accounting Office within the Arizona Department of Administration Division of Business and Finance is currently recruiting for a Statewide Accountant I to complete the Federal and Cost Accounting Team. This position serves as an entry-level accounting and finance role working primarily with team members for the compliance and monitoring of federal grants and projects cost structure set up in Arizona Financial Information System (AFIS), providing guidance to agencies, monitoring and resolving issues from the daily interface, and the monthly grant reconciliation. In addition, will participate in the compilation and negotiation of the Statewide Cost Allocation Plan (SWCAP) resulting in an approved plan for use by agencies in the preparation of their federal grant indirect cost proposals. This role performs professional work which is greater than average difficulty and responsibility because of the presence of unusual and unique problems. However, the opportunity to work with great people cannot be understated. The person in this role may also work on enhancements for improvements to the development and testing of the statewide financial system and follow-up activities on Auditor General recommendations. The person in this role should expect to provide outstanding customer service to all customers; including coworkers, state agencies, Auditor General Office, the public, the Federal government, local governments and other, actively participate in process improvements, review and prepare guidance materials, and learn something new and be challenged daily. This position applies generally accepted accounting principles (GAAP), Generally Accepted Auditing Standards (GAAS), Governmental Accounting Standard Board (GASB), theories, and concepts to a statewide governmental environment.

Job Duties:

-Monitor, review, and process documents on the Arizona Financial Information System (AFIS) for the cost accounting area
-Respond to agencies, boards, and commissions by providing guidance and/or research necessary to resolve problems or situations defined by the requesting entity related to the AFIS cost accounting functionality and federal grants
-Perform complex assignments mandated by statute or federal regulations and/or agreements which may include reviewing subordinate or other assigned professional and/or technical staff recommendations
-Work on system fixes and enhancements for improvements to the development and testing of the AFIS
-Assist with the SWCAP and CMIA preparation
-Assist in preparation of training materials for the AFIS cost accounting functionality and federal grants
-Make recommendations for improvement, applying knowledge and skills of own technical specialty

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
-GAAP, GAAS, FASB, GASB, and other related publications
-Principles, concepts, practices, methods, and techniques of government accounting, audit methodologies, internal cost structures, accountability, and fiscal management
-Other agencies operations and financial structures
-Reference materials, such as federal regulations, Arizona Revised Statutes, applicable agency manuals, including the Department of Administration, General Accounting Office Statewide Accounting and System manuals, policies and procedures, and the information contained therein and its applicability to the assigned area
-Research methodologies, spreadsheet techniques, statistical sampling, quality assurance, and final technical report referencing
-Methods and techniques of development of data processing relating to large financial systems
-Legal requirements impacting area of assignment

Pre-Employment Requirements:

A Bachelor's degree in accounting or a related field is required.
