Job Summary:

The Accountant 2 AR Grant position performs FTA draws daily, Federal draws from NHTSA, FAA, FMCSA and FRA Federal agencies monthly. The incumbent performs Federal Grant Reconciliations, submits Federal Financial Reports and helps to create budgets for Federal Grants as needed. This position gathers all data needed for Federal draws. These draw down requests through ECHO or the Delphi Federal System.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

  • Prepares and submits draw-down requests for Federal Reimbursements. Maintains control logs tracking draw requests.

  • Prepares quarterly and year-end Federal Financial Reports (FFR) for FTA and FRA.

  • Reconcile grant projects in the AFIS statewide accounting system to FTA ECHO TEAM/TrAM systems.

  • Monitors and reconciles cash balances of transit grant programs.

  • The position is also responsible for preparing the monthly Fiscal Operations (FO) Performance Measures.

  • Resolves questions and problems presented by internal and external customers, recognizes public and constituent issues, and identifies actions to address the issues, including the involvement of other appropriate ADOT groups and units.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Automated accounting systems to analyze projects in the AFIS statewide accounting system

  • Proper budget and funding configurations for billing projects to account for revenues, expenses, and payments on projects

  • Documents to allow projects to bill to proper funding sources

  • Microsoft Office and Google Suites to produce accurate and timely reports

 

Skills in:

  • Oral and written communication skills to correspond with Federal Agencies and ADOT customers regarding project funding

  • Processing of various documents and data entry into accounting systems, prepare reports and correct billing and/or project related errors and Excel spreadsheets 

  • Analytical skills

  • Resolving issues related to grant projects

 

Ability to:

  • Operate a computer to access AFIS and various Federal systems

  • Produce ad hoc reports using system software

  • Learn and properly apply state and federal laws regarding transportation funding and use federal accounting systems

  • Work with others and build interpersonal relationships

  • Assure designated revenue sources are applied to projects at the proper governmental levels

  • Assure the applicable funds are used as mandated

  • Update revenue sources as rules change to comply with changes to the congressional record as provided by the FHWA or MPD

Selective Preference(s):

The ideal candidate for this position will have:

A Bachelor's Degree with a major in accounting from an accredited college or university OR a Bachelor’s degree in a related field with a minimum of 24 semester hours of accounting courses OR previous relevant work experience.

Ideal candidate will have considerable understanding of automated financial accounting systems, spreadsheet applications, and other analytical tools.

Pre-Employment Requirements:

This position requires possession of a valid Arizona Class D Driver License. Candidates for this position must complete and sign PART 1 of the State of Arizona Application for Employment at the time of interview, which will allow ADOT to obtain the candidate's motor vehicle record (MVR). The most recent 39-month period shown on the MVR will be reviewed in accordance with A.A.C. R2-10-207.11 (H) and (I). The review must show an acceptable driving record prior to any offer of employment being made by ADOT. Employment is contingent upon an acceptable MVR.
