Job Summary:

The Industrial Commission of Arizona is seeking an experienced Accountant. This position supports the ICA budgetary and financial processes and assignments, this including: forecasting, monitoring of expenditures and revenues; compiling of monthly financial reports; monitoring fund and appropriation balances; processing, reconciling and analyzing encumbrances and expenditures; monitoring revenue collections; and other ad-hoc reporting; develops and implements reconciliation processes for expenditures and revenues; reviews current practices, identifies risk, recommends solutions and develops standard work and training materials; examines various sources of data to determine trends and identify cost drivers and incorporate those findings into financial analyses; and will assist in the successful resolution of fiscal, procurement, training, travel, fixed assets, and other issues for the Division. Works closely with the federal grant program manager to develop and monitor federal grant budgets.

Job Duties:

This position will be responsible for analyzing, preparing, monitoring, extracting, collecting, explaining, interpreting and reporting on revenue and expenditure data from all fund sources; monitoring and reporting of variances in financial position; performing reconciliations, research and analysis to resolve complex financial issues; reporting on trends, inconsistencies, anomalies, outliers and missing pieces; preparing charts, tables, dashboards and other exhibits; supporting the CFO during the Annual Budget submittal; initiating, coordinating and implementing continuous quality improvement processes; establishing and documenting standard work; documenting workflows and identifying problems and collaborating on finding solutions.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• Governmental accounting and fiscal principles.
• Budget and state legislative process.
• Grant and/or cost accounting principles.
• Principles and practices of business administration, including organization theory and management, fiscal management, and budgetary control.
• Statistical analysis and theory.
• Excel or Google Sheets.
• Report writing techniques.
• General office practices and procedures.

Skill in:
• Using Excel or Google Sheets to include pivot tables; formatting and advanced analytics (vlookup, sumifs, sumproduct, etc.).
• Data mining and management.
• Applying principles, concepts, practices, methods and techniques of accounting, budget and fiscal analysis.
• Expenditure and revenue forecasting.
• Presenting written and oral facts and recommendations in a clear, concise and consistent matter for both financial and non-financial audiences.
• Successfully negotiating interpersonal relationships in a work setting.

Selective Preference(s):

Ideal candidates will have:
• Bachelor's degree in Accounting, Finance, Economics or Business Administration with a specialization in accounting, finance or economics from an accredited college or university. Three years of experience in a financial environment as an accountant or financial analyst.

Pre-Employment Requirements:

Arizona Driver's License:
Must possess valid Arizona Driver's License. Required In-state and out-of-state travel is required. Requires possession of and ability to retain a current, valid state-issued driver's license appropriate to the assignment. Employees who drive on state business are subject to driver's license record checks, must complete any required driver training (See Arizona Administrative Code R2-10-207 (12). Employees may be required to use their own transportation, as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.

Retirement:

You will be eligible to participate in the state employee health/disability insurance plan, and you are required to participate in the Arizona State Retirement System (ASRS). ASRS participation may begin immediately or upon your 27th week of employment. Contributions are matched by the employer.
