Job Summary:

Continually strengthening Arizona’s economy is a top priority for Governor Ducey’s administration. The Office of Economic Opportunity plays a key role in providing real-time data and strategies which support Arizona’s economic development plan.

The Office of Economic Opportunity is seeking an experienced accountant to join our agency.

This position works under the direct supervision of the Finance Manager, performs a variety of duties both independently and as a member of a team. This position will review and analyze fiscal transactions such as billings and invoices, payments or other financial documents. Records entries in ledgers, resolve issues with vendors, and assist with the monitoring and controlling of amounts expended from budget(s) to assure that expenditures do not exceed funds available. This position follows established guidelines and is responsible for performing diverse activities including but not limited to financial preparations, accounting, purchasing, limited HR matters, and overall assistance with OEO office agency management.

Job Duties:
  • Invoice payment coding and AFIS vendor entry
  • Create requisitions, purchase orders and receipts in Procurement Portal (APP)
  • Works with vendors and agencies to resolve payment or billing discrepancies
  • Record entries in A/P
  • Correspond with vendors and agencies for payment initiation
  • Initiate and process AFIS transactions for deposits and agency revenue for reimbursements (for example: ITA's, IET's, EFT's, ITIAD's, ITIOP's, ITAOP's, CR DOC's for check's, etc.)
  • Create cost accounting structures and budget lines in AFIS
  • Assist with preparation of audits; assist with Year End Close
  • Back up for agency time proxy
  • Employee travel reimbursements, coding to grants, entering in HRIS
  • Payroll- time corrections, time reporting allocations to grants
  • Purchase office equipment, computer, phone, tech equipment, and office supplies
  • Manage agency software license renewals; create and update agency org charts, staff directory, and emergency contact lists
  • Manage and update Employee Personnel Records; Capitol Rideshare agency administration
  • Agency Tracorp administration; on and off board employees, to include ASET user and security requests and coordination with agency hiring managers, agency transfers for new hires and leave accounts, etc.;
  • Other duties as assigned as related to the position.
Knowledge, Skills & Abilities (KSAs):

The successful candidate must possess the following qualifications:

  • General office practices and procedures.
  • Generally Accepted Accounting Principles (GAAP); comprehensive knowledge of the principles, concepts, practices, methods and techniques of government accounting
  • Internal control structures, and fiscal management.
  • Considerable knowledge of the methods and techniques of automated financial systems.
  • Federal and State accounting laws, rules and procedures.
  • Comprehensive knowledge of reference materials such as federal regulations.
  • Knowledge of Arizona Revised Statutes, applicable agency manuals, and policies and procedures.
  • Understanding of Budget and state legislative process.
  • Considerable skill in analysis, interpretation and communication of financial data.
  • Reviewing and verifying accuracy of data.
  • Financial automated accounting systems (HRIS, AFIS highly desirable).
  • Reconcile records and compute numerical data.
  • Using Excel or Google Sheets to include pivot tables; formatting and advanced analytics (vlookup, sumifs, sumproduct, etc.).
  • Perform multiple tasks simultaneously with minimal supervision.
  • Organize own work, setting priorities and meeting critical deadlines.
  • Independently plan, organize, coordinate and perform work in various situations where numerous and diverse demands are involved.
  • Analyze and interpret fiscal data.
  • Problem solve.
  • Be flexible.
  • Make sound judgments and decisions.
Selective Preference(s):
  • Bachelor's Degree in accounting or a closely related field.
  • One year experience as an Accountant 1 or equivalent.
  • Working knowledge of accounting databases and/or software and a reasonable level of Excel experience.
  • At least 2 years of accounts payable or accounts receivable and purchase card experience. 1 year employee travel reimbursement and time/payroll experience.
