Job Summary:

The Water Infrastructure Finance Authority is seeking an Accounting II to join our team! The ideal candidate is a very conscientious person, particularly attentive to, careful of, and accurate with the details involved in the job. Identifies problems, and enjoys solving them, particularly within own area of expertise. We need someone who plans ahead, double checks, and follows up carefully on decisions and actions. Work pace is somewhat faster-than-average, and the ideal fit for this role is someone who is motivated by a real concern for getting work done on time and correctly. This position reports to the Fiscal Services Manager of the Water Infrastructure Finance Authority (WIFA). This position is responsible for; entering data into our accounting Loan and Grant Tracking (LGTS) sub-system and reconciles the sub-system to the State Accounting System (AFIS), processes administrative payments, prepares and posts journal entries into AFIS and LGTS, posts loan payments into LGTS, prepares and records federal cash draws, divests funds as needed for payments, assists in Budget Preparation and Reporting, prepares Federal Financial Reports and updates eCivis as needed.

Job Duties:

• Reviews, analyzes and enters such fiscal transactions as billings and invoices, payments or other other financial documents.

• Research funding sources to code and process payments to various vendors, resolves issues with vendors.

• Enters transactions into AFIS and ensures documents process correctly. Tracks invoices for the department.

• Maintains ledgers, records entries, participates in the budget process.

• Works independently to enter financial information into the WIFA current sub-system (LGTS) accounts and reconciles the accounts to AFIS. Identify and resolve any variances.

• Gathers and compiles complex data and writes reports summarizing financial transactions and status of accounts for a given period.

• Utilizes automated accounting systems and applications to retrieve and review data files, analyze information, track revenues and/or expenditures, prepares federal reports, updates eCivis with grant information.

• Follows established guidelines and procedures while working to develop revised procedures for changes in processes and requirements which may include maintaining a chart of accounts for WIFA. Survey operations to ascertain accounting needs and to recommend, develop or maintain solutions to business and financial problems.

• Divests funds or prepares federal draws for payments. Prepares and enters deposits. Re-invests funds after payments are complete. Assists in the annual fiscal audit.

Knowledge, Skills & Abilities (KSAs):

Knowledge:
• Knowledge of economic and accounting principles and practices
• Generally Accepted Accounting Principles (GAAP); comprehensive knowledge of the principles, concepts, practices, methods and techniques of government accounting
• Internal control structures, and fiscal management
• Considerable knowledge of the methods and techniques of automated financial systems
• Comprehensive knowledge of reference materials such as federal regulations, Arizona Revised Statutes, applicable agency manuals, and policies and procedures
• Working knowledge of financial research methodologies
• Thorough knowledge of federal grant accounting, cash management and reporting
• Considerable knowledge of the methods and techniques of automated financial systems

Selective Preference(s):

Bachelor's Degree in accounting or a closely related field required. One year experience as an Accountant I or equivalent.
