Job Summary:

This position performs professional work which is greater than average difficulty and responsibility because of the presence of unusual and unique problems of the accounting program. Under minimal supervision, this position applies generally accepted accounting principles (GAAP), Generally Accepted Auditing Standards (GAAS), Governmental Accounting Standard Board (GASB), theories, and concepts to the statewide governmental environment. The person in this position will act in a supporting role in complex assignments mandated by statute, which may include reviewing other assigned professional and/or technical staff recommendations to management regarding proposed changes to statewide accounting policies and procedures, and preparation of the annual FTE Utilization Report, which is submitted to JLBC and OSPB, as well as other statutorily required and ad-hoc reporting for JLBC and OSPB. Additionally, this position is responsible for reviewing and recommending approval of data collected for accuracy prior to release in response to Public Information requests, changes to statewide accounting policy and procedures, and changes to initial draft recommendations to the agencies on policy and procedural improvements. This position works with the Arizona State Financial Accounting System (AFIS), Human Resource Information System (HRIS). In addition, this position performs assignments mandated by Federal and State statutes directly related to payroll and garnishments; reconciliation and resolution of problems relating to the statewide payroll system; data entry of all types of garnishments as well as customer service related to garnishments; reconciling payroll accounts. This role will be involved with set-up and monitoring of HRIS related configurations.

Job Duties:

-Respond to agencies, boards, and commissions by providing guidance and/or research necessary to resole problems or situations defined by the requesting entity related to the payroll functionality and processing in the Human Resources Information System (HRIS)
-Perform complex assignments mandated by statute or federal regulations and/or agreements which may include reviewing other assigned professional and/or technical staff recommendations
-Prepare or assist in preparing monthly, quarterly, and annual payroll reports required by state and federal law
-Work on system fixes and enhancements for improvements to the development and testing of the HRIS system
-Make recommendations for improvement, applying knowledge and skills of own technical ability
-Use the statewide financial systems and applications to retrieve and review data files, analyze and compile the information derived into a standard format for internal and external management use.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
-GAAP, GAAS, FASB, GASB, and other related publications
-Principles, concepts, practices, methods, and techniques of government accounting, audit methodologies, internal cost structures, accountability, and fiscal management
-Other agencies operations and financial structures
-Reference materials, such as federal regulations, Arizona Revised Statutes, applicable agency manuals, including the Department of Administration, General Accounting Office Statewide Accounting and System manuals, policies and procedures, and the information contained therein and its applicability to the assigned area
-Research methodologies, spreadsheet techniques, statistical sampling, quality assurance, and final technical report referencing
-Methods and techniques of development of data processing relating to large financial systems
-Legal requirements impacting area of assignment

-Spreadsheet development and statistical sampling techniques
-Work techniques required to maintain accounting records through financial systems (including personal and mainframe computer skills)

Pre-Employment Requirements:

-A Bachelor's degree in Accounting or a related field is required.
