Job Summary:

The Division of Business and Finance (DBF) is seeking a detail-oriented and motivated Accountant 3 to join the Finance Section’s Reporting Team. This position is critical to ensuring accurate, timely reporting of AHCCCS program expenditures and compliance with State and Federal financial requirements.

This position offers the opportunity to apply advanced accounting expertise in a fast-paced environment while contributing to the financial integrity of statewide healthcare programs.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Major duties and responsibilities include, but are not limited to:
• Prepare and submit complex quarterly federal expenditure reports (CMS-64 and CMS-21). Compile expenditures and recovery data from multiple sources, apply applicable FMAP rates, Demonstration Years, and Waivers, reconcile reports, research variances, prepare manual entries, and ensure timely submission through the CMS Medicaid Budget and Expenditure System (MBES).
• Perform federal drawdowns for multiple CMS and SAMHSA federal grants. Verify accuracy of draws, ensure proper mapping of AZ360 generated documents to grant award subaccounts, process requests through the Payment Management System, and coordinate deposits with the State Treasurer’s Office. Maintain daily tracking spreadsheets in compliance with CMIA regulations to minimize interest liabilities.
• Reconcile daily PMMIS programmatic transactions to the federal draw using 135 files. Research variances, identify reconciling items such as manual entries and transfers, and maintain strong internal controls to ensure proper allocation of federal and state funding.
• Maintain complete audit trails and compile supporting documentation for quarterly reports. Serve as liaison with CMS auditors, respond to variance analysis questions, and provide detailed explanations and supporting documents.
• Maintain and reconcile tracking schedules, including the Program Recoveries and Third-Party Liabilities databases. Map recoveries accurately to waivers and FMAP periods for proper reporting.
• Develop and update process flows, narratives, desk procedures, and related documentation. Prepare intra-agency fund transfers and encumbrance adjustments to ensure expenditures are recorded accurately.
• Track manual transactions, monitor variances between manual entries and AZ360 records, and ensure proper reporting of all transactions.
• Monitor Title XIX quarterly and Title XXI grant award balances to ensure adequate funding is available for programmatic and administrative expenditures. Provide funding recommendations to management.
• Prepare ad hoc reports, worksheets, accounting entries, and assist with special projects or other duties as assigned.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• Generally Accepted Accounting Principles (GAAP) as they relate to governmental accounting
• Financial statement preparation
• CMIA regulations
• CMS budget and expenditure reporting regulations
• Large mainframe accounting systems
• Network applications including database (MS Access), spreadsheet (Excel) and word processing (Word)
• Effective oral and written communications on a professional level

Skills in:
• Analysis and interpretation of financial data for the preparation of quarterly expenditures reports, problem solving and account reconciliation
• High level of technical and analytical skill working with Business Intelligence System and complex spreadsheet applications
• Interpretation, compilation and summarization and reconciliation of complex financial information from various internal and external sources
• Problem solving techniques for research and reconciliation
• Effective internal control structures, effective oral and written communications
• Researching and interpreting laws, regulations and policy

Ability to:
• Adapt to changing priorities in an efficient and effective manner

Qualifications:

Minimum:
• Bachelor's degree in accounting or closely related field
• Two years' experience in accounting or equivalent

Preferred:
• Experience in government/fund accounting
