Job Summary:

The position reports to the Accountant Services Manager in the Water Infrastructure Finance Authority of Arizona and is principally responsible for the servicing of WIFA's Non-State Revolving Fund loans, grants and state funds including the Long-term Water Augmentation fund.

This position manages the daily fiscal concerns and data analytics to support the Long Term Water Augmentation Fund, Water Supply Development Fund and Conservation Grant Fund, ensuring that payments and revenues are recorded and reported correctly in the WIFA sub-system and the State's Financial System.

This position is a primary contact for WIFA's borrowers for resolving all financial issues related to their agreements with the agency.

Job Duties:

• Develop and execute processes for billing and processing loan payments from the new WIFA funds (LTWAUG, WSDF and CGF) borrowers. Includes processing ACH transactions in state servicing bank system, making deposits and/or transfers in Az360, and updating individual records in the WIFA sub-system

• Reconcile the LTWAUG, WSDF and CGF funds (Az360 to sub-system) in a timely and accurate manner for each month and fiscal year. Invests and divests funds as they are needed to maximize interest earned and to pay bills on time

• Prepares and enters financial transactions in Az360 and in WIFA's sub-system for the LTWAUG, WSDF and CGF, provides backup to other team members as needed

• Gathers and compiles complex data and writes reports summarizing financial transactions and status of accounts for a given period and makes recommendations for policy adjustments

• Utilizes automated accounting systems and applications to retrieve and review data files, analyze information, track revenues and/or expenditures, prepares fund reports, updates eCivis with financial information

• Prepare financial reports for the funds and prepares reports for submission to OSPB and JLBC as needed for the annual budget submission, WIFA Board and as needed/required by OSPB and JLBC

• Assist with the development of any new financial statements and audits that may result from the LTWAF, WSDF and CGF

• Manages and develops processes to support new programs including the LTWAF, WSDF and CGF

• Prepares financial forecasting of WSDF for management and board consideration

• Prepare for and assist with the fiscal year start and close and for annual audits

• Other duties as assigned as related to the position

Knowledge, Skills & Abilities (KSAs):

Knowledge:

• Considerable understanding of government program administration, planning and control

• Expert knowledge of spreadsheets, word processing and database management software

• Comprehensive knowledge of WIFA, its unique business needs and its programs

• Thorough knowledge of grant accounting, cash management and reporting

• Considerable knowledge of basic computer hardware and software

• Extensive knowledge of Governmental and Fund accounting

• Considerable experience of financial data analytics

• Considerable knowledge of Financial Systems

Skills:

• Accurate data entry through the use of a keyboard and or computer mouse

• Reconciling accounting date between financial systems

• Advanced math computations

• Forecasting of cash flows

• Data analysis

Ability:

• Ability to establish and maintain effective work relationships

• Ability to compose clear and concise written correspondence

• Ability to explain advanced mathematical concepts

• Ability to establish priorities and meet deadlines

• Ability to troubleshoot accounting problems

Preferred License & Certification(s):

• Prefer at a minimum a Bachelor Degree in Accounting, Finance or Economics

• Prefer a Certified Public Accountant (CPA) or a Certified Government Finance Manager (CGFM)

Pre-Employment Requirements:

• Employees who drive on state business are subject to driver license record checks, required to maintain acceptable driving records and complete any required driver training (see Arizona Administrative Code R2-10-207.11)

• Requires possession of and ability to retain a current, valid state-issued driver license appropriate to the assignment
