Our Accountant Administrator position is responsible for overseeing and directing the managers and supervisors of several units in the day to day operations. Those units may include: Accounts Payable, Payroll and Travel, Accounts Receivable, and General and Fixed Assets. The incumbent will collaborate with ADOT Comptroller and Deputy Comptroller to identify coordination needs between the Fiscal Operations units, other FMS units, and other ADOT divisions. This position is also involved in the coordination of staff and learning of the Annual Report preparation processes and working with external auditors.
Essential Duties and Responsibilities include but are not limited to:
Directs, instructs, and advises subordinate managers in carrying out tasks requiring considerable judgment.
Resolves problems and questions presented by subordinate managers and professional staff rewarding principles and practices.
Examine data, analyze needs, recommend and implement changes in accounting procedures. By use of the Arizona Management System, this may include recommending changes to financial systems and helping develop, test, and implement those changes.
Work with subordinate managers to develop standard work processes and regularly review and update policies and procedures.
Ensures required financial reports are completed accurately and on time. This includes working with the Annual Report team and learning the details to be a backup Annual Report coordinator.
Governmental Accounting and specifically in following GAAP, GASB, FASB, GAAFR and GAGAS for financial reporting
Single Audit and Federal reporting processes
Annual Report finding and internal control impacts
Automated data processing (AFIS, APP, HRIS, etc.)
State laws, policies and regulations governing State accounting requirements
Analyzing and interpreting of financial data
Oral and written communication and interpersonal relation skills
Planning, organizing and managing the work of professional staff
Direct and coordinate planning and control functions through subordinate staff
Use concepts and techniques to develop quantitative methods in business to develop quantitative methods in business analysis
Prepare financial reports and studies as needed or required
Understand and anticipate constituent and stakeholder concerns
The ideal candidate for this position will have:
A Bachelor’s degree from an accredited college or university in accounting (or a related field such as finance/business with at least 24 hours of accounting credits), 5 years of government accounting experience, 3 years experience in supervision, Certified Public Accountant (CPA and/or Certified Government Financial Manager (CGFM) or similar certification.
This position requires possession of a valid Arizona Class D Driver License. Candidates for this position must complete and sign PART 1 of the State of Arizona Application for Employment at the time of interview, which will allow ADOT to obtain the candidate's motor vehicle record (MVR). The most recent 39-month period shown on the MVR will be reviewed in accordance with A.A.C. R2-10-207.11 (H) and (I). The review must show an acceptable driving record prior to any offer of employment being made by ADOT. Employment is contingent upon an acceptable MVR.
