What You'll Do to Contribute to Agency Success:

This role manages payroll for a large state agency, ensuring accuracy, compliance, and timely processing. Responsibilities include auditing payroll data, resolving discrepancies, processing personnel actions, and preparing reports. The position also supports virtual office processes and provides guidance on payroll policies and procedures.

Major duties and responsibilities include, but are not limited to:


• Maintains accurate and complete payroll records for employees while ensuring the security of confidential payroll records. Ensures funds are deposited into the appropriate employee bank accounts. Timely and accurately pays wages and processes expenditures transactions for a large State agency.

  • Reviews the ETE Interface Reports to promptly address time records that failed to interface into the HR system. Analyzes Time Record Extract Reports to identify issues and ensure employees entered their time properly and in compliance with State policies. Initiates corrections before the payroll computation deadline.
  • Prepares a biweekly payroll audit using an Excel File with lookup reference formulas to identify errors regarding the employees' gross pay, retroactive adjustments, stipends, travel and any incentive payments in the short time window between the computation deadline and the actual pay date.
  • Maintains payroll activity schedules for overpayment recoveries, underpayments, direct deposit reversals returned for insufficient funds, leave usage and accrual discrepancies, separations and new hires, supplemental payments, late time sheet adjustments and payroll problem forms.
  • Ensures departmental procedures comply with Federal and State regulations, State policies and procedures, and Agency policies and procedures. Maintains payroll processes and procedures to support AHCCCS' Virtual Office employees (electronic time sheet adjustment process and electronic leave request forms).
  • Cataloging and tracking Personnel Action Forms (PAF) to ensure accurate and complete processing of the information. Maintains the quality and integrity the Payroll Unit work flow including payroll processing and reporting of transactions. Assists in formulating process improvements. Communicates with other State agencies to acquire necessary information to ensure accurate and timely pay for transfer employees.
  • Allocates payroll expenditures to multiple funds in compliance with CMS regulations. Monitors all payroll payments for compliance and ensures there are no over-payments of State or Federal funds. Monitors labor account coding activity utilizing to ensure filled positions contain the current fiscal year accounting structure. Enters intra-agency transfers utilizing HAPA/Hawaii funding and monitors clearing activity in system.
  • Generate report(s), reviews data and summarizes the personnel expenditures and employee related expenses by fund and appropriation for ensuring adequate monies are divested or drawn. Generates reports and provides to Payroll Supervisor for cash management/federal draw calculations. Creates log sheet when requested for these reports.
  • Responds to the Payroll Helpline to provide high quality customer service to employees. Conducts research for employees' concerns, issues and problems to provide resolution. Provides direction, instruction and training regarding current policies and procedures to Division Business Partners, Payroll Liaisons and agency employees.
  • Prepares initial research for individual employee audit payroll records for compliance with State and Federal regulations as well as activity/pay code audits from other divisions. Gathers information for HRD legal decisions. Create the Employee Check Count report for the DBF Assistant Director Dashboard.
Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• Customer care practices and techniques for providing efficient and effective customer service
• Basic principles, concepts, practices, methods and techniques of government accounting
• Rules, regulations and procedures governing the payroll processing (State personnel rules, FMLA & FLSA regulations)
• Automated accounting system
• Rules and regulations pertaining to employee related payables

Skill in:
• Computer Windows Suite, Excel and Word or comparable software
• Effective written and verbal communication
• Examining and verifying timesheets for accuracy and completeness
• Work techniques required in maintaining accounting records through automated accounting systems
• Effectively provide high-quality customer service dealing with escalated and/or complex situations within established guidelines

Ability to:
• Analyze and research problems independently, determines the nature of the problems and provide resolutions
• Develop and maintain various information tracking worksheets in Excel
• Perform multiple tasks, under pressure and meet established timelines
• Work independently as well as with others
• Coordinate various assignments and establish priorities
• Provide quality customer service

Qualifications:

Minimum:
• A High school diploma or GED.

Preferred:
• One year level accounting experience plus Bachelor's.
• AHCCCS rules, policies and procedures, Microsoft Excel and Word, Cognos, and personal computer systems.
• Associates Degree in Accounting or Bookkeeping is a plus.

Pre-Employment Requirements:

• Successfully pass fingerprint background check, prior employment verifications and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
• Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)
