Supervise the RFTA Revenue Accounting Unit, responsible for validating, recording, and reporting all RFTA revenue. Oversee the distribution of RFTA payables and all RFTA General Ledger accounting functions, ensuring compliance with Generally Accepted Accounting Principles (GAAP). Maintain the integrity and accuracy of RFTA financial records and reporting. Reconcile and analyze accounting data to ensure proper fund distribution in compliance with State Statutes, Administrative Rule, and ADOT policy. Design, maintain, and update all reconciliation procedures. Maintain General Ledger accounts and Financial Distribution Rules for all Product IDs. Updates periodic county mileage and population. Interpret legislative changes, recommend ADOT responses, and assist in the development and implementation of new policies and procedures. Hold signature authority to approve journal entries, transfers, and ledger adjustments. Support internal and external audits. Communicate orally and in writing with MVD/ ADOT staff, State Treasurer's office, banking officials, State/County/City officials and other external customers. Represent Revenue Accounting in internal and multi-agency workgroups. Research and recommend resolutions for complex financial and procedural problems.

Plan and direct daily activities and provide supervision to staff within RFTA Revenue Accounting Unit Review and approve work products to ensure accuracy and Timeliness, provide staff training, guidance, and counsel. Respond to staff questions and questions from other internal and external sources.
Review and approve the monthly distribution of Highway User Revenue Fund (HURF). Review and approve the monthly calculation and distribution of aviation registration fees to cities and counties as well as the semi-monthly calculation and distribution of Vehicle License Tax (VLT).
Establish and implement accounting procedures for the RFTA Revenue Accounting Unit and other RFTA programs affected. Represent Revenue Accounting in work groups with program management, other FMS programs, banking officials, and other State agencies to discuss/resolve problems, to develop and implement new projects and to respond to statutory changes.
Oversee the monthly reconciliations of all MVD Asset and Liability accounts. Research and resolve all discrepancies. Identify systemic/repetitive problems and initiate efforts to correct them.
Prepare monthly and annual Federal Highway Administration (FHWA) reports and other financial reports, as requested by RFTA administrators and the ADOT Controller. Assist in year-end analyses, closing entries, and internal/external audit activities.
Knowledge:
- Generally Accepted Accounting Principles (GAAP), governmental accounting, and sound fiscal management principles and practices.
- Chapter 28, Arizona Revised.
- State and ADOT policies, rules and regulations.
- The automated accounting systems used by the state and ADOT. Knowledge of cloud based accounting systems.
- Effective staff management practices, including hiring, supervising, training, monitoring, evaluating, and disciplining personnel.
Skill:
- Analyzing and interpreting complex financial information, accounting data, and MVD processes.
- Utilizing computer spreadsheets, databases, and other automated tools to complete work tasks efficiently and accurately.
- Prioritizing work activities of self and others to ensure that deadlines are met.
- Interacting effectively with personnel from ADOT, other State agencies, banking officials, city/county federal officials, and other external customers.
Ability:
- Communicate in a clear and professional manner, both verbally and in writing.
- Synthesize a complex work task and/or situation, and present recommendations for a course of action. College--level mathematical and accounting proficiency.
- Evaluate systems, identify flaws, and design and implement corrections.
- Research and resolve problems, even when not covered by instructions or procedures.

- Ability to coach and develop employees, including continuous improvement practices and principles.
Bachelor's or Master's degree in accounting; 3 years experience as an Accountant 2 or equivalent
This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
