Job Summary:

As the Accounts Receivable Manager, you will manage the Accounts Receivable (AR) team which includes receipt of payments, maintaining the billing system, generating invoices and account statements, performing account reconciliations, maintaining accounts receivable files and records, producing monthly financial and management reports and investigating and resolving any irregularities or inquiries.

This position also leads the team to champion continuous improvement projects and recommends and implements program or operational improvements; assists in the development of goals and strategies; develops policies and procedures related to area responsibilities; ensures the team operations meet established time lines and objectives; and provides training, guidance and interpretation of state laws/regulations related to area responsibilities. Partial virtual work is available for this position with time in office dependent upon team needs.

Job Duties:

Duties and Responsibilities:
• Management and supervision of staff and customer service operations, including setting expectations, training, coaching, and developing. Ensures the unit is meeting expectations and is in compliance with programmatic statutory requirements, state and federal regulations and agency policies.
• Collaborates closely with internal Business and Finance teams on data and cultural transformation.
• Leads improvement or replacement activities for agency revenue/billing accounting systems including integration to Anaplan and AFIS.
• Creates, coordinates and manages financial reporting, driving integration of automated reporting applications.
• Develops and plans improvement projects for financial reporting systems. Presents and reports financials to all levels of agency management.
• Supports programmatic customer processes involving accounts receivable and billing processes, customer service mindset.
• Drives standardization and documentation of processes for the AR team. 

Minimum Requirements:

• Knowledge of the principles, concepts, practices, methods and techniques of government accounting.
• Knowledge of Generally Accepted Accounting Principles (GAAP).
• Considerable knowledge of the methods and techniques of automated accounting systems including data integration.
• Significant skills in analysis, interpretation and communication of financial data.
• Must be well organized and have a detail oriented, high accuracy approach with strong time management skills.
• Strong knowledge of government financial and budgeting practices and familiarity with State financial systems is preferred.
• Proficient in the use of MS Office (Word, Excel, Access) and/or Google Suite.
• Experience with data analysis and problem solving, problem analysis and resolution; LEAN.
• Bachelor's degree in Business, Finance, Accounting, or other related field preferred, plus 4-5 years’ experience; Master's substitutes for 1 year of experience.
