Job Summary:

The Construction Quality Assurance Administrative Manager is responsible for statewide Independent Assurance (IA), reviews construction projects to determine conformance with the Construction workmanship and Quality Assurance requirements of the 23 CFR 637, Subpart B - Quality Assurance Procedures for Construction, writes reports, manage the qualitative checklist program and standardizes the application of statewide inspection criteria. The employee is involved in the Value Analysis (VA)/Value Engineering (VE) Program, claims review and analysis, and participates in the process improvement related to work zone safety and traffic control. Job Duties:

Coordinates statewide project inspection reviews to verify compliance with Statutes, Standards, Specifications, Policies, Procedures, Plans and Contract Documents. Performs periodic engineering field review inspection related to areas of greatest complexity on construction projects throughout the state.

Provides technical assistance and consultation on construction issues, reviews and develops Quality Assurance checklists (QUANTLIST).

Participates as needed in the delivery of alternative projects, including Guaranteed Maximum Price (GMP) review, specification review. Employee may provide construction input on VE studies and Consultant Constructability Review. Participates in the process improvement related to ADOT Construction Processes.

Participate in committees related to construction activities and processes.

Other duties as assigned as related to the position.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

Civil Engineering Practices and Principles related to the State Highway System

Applicable Federal and State statutes

ADOT's policies, procedures and specifications related to construction materials

Advanced material properties and the principle and practices of materials engineering

Procedures and techniques utilized in the managements of assigned resources

Storm Water Management and Erosion Control Standards and Practice

Environmental permitting compliance and Work zone Traffic Control and work zone Safety

Skills in:

Management of work and personnel leadership. Skill in oral communications

Writing technical reports

Interpersonal relations as applied to contact with subordinate staff, other agency and governmental staff representatives from the contracting industry and consulting firms

Ability to:

Plan and prioritize work assignments to meet the goals and objectives of the Department and the Construction Quality Assurance Section

Effectively delegate

Exercise considerable engineering judgment in dealing with new/non-routine situations

Formulate solutions, maximize time/productivity an create a trust environment

Coach and develop employees, including continuous improvement practices and principles

Selective Preference(s):

Bachelor's of Science Degree in Civil Engineering or closely related field or 7 years' work experience in highway and materials engineering. Supervisory experience. Education and Certifications must be detailed on resume to receive appropriate consideration.

Pre-Employment Requirements:

This position requires possession of a valid Arizona Class D Driver License. Candidates for this position must complete page 7 and sign the Driver Form on page 8 of the State of Arizona Application for Employment at the time of interview, which will allow ADOT to obtain the candidate's motor vehicle record (MVR). The most recent 39-month period shown on the MVR will be reviewed in accordance with A.A.C. R2-10-207.11 (H) and (I). The review must show an acceptable driving record prior to any offer of employment being made by ADOT. Employment is contingent upon an acceptable MVR.
