Job Summary:

Performs a variety of journey-level administrative and accounting duties in the areas of highway project construction. This position is responsible for analysis and resolution of problems pertaining to construction contractors and project cost accounting, monitoring project budgets, reviewing for accuracy and completeness of assigned information, overseeing project closeouts, recommending approval or disapproval of work projects, approving and disapproving work performed in the work unit. Resolve all routine issues and conflicts, ensuring only extremely difficult or technical issues are elevated for resolution.

Job Duties:

Provide leadership, supervision, training, coaching and guidance to subordinate office staff. Develop and monitor budgets, authorizing expenditures, sign financial and contract documents for the District. Direct and authorize work in the areas of budget, procurement, and resource management.

Examine engineering project records, field notes, computations and other documentation to assure that methods of measurement and basis for payment are in accordance with projected trends, specifications, special provisions and extra work orders. Assist in monitoring construction budgets. Review and/or prepare contract documents related to line item force accounts, supplemental agreements and financial documentation for completed projects. Review, verify and provide calculations, test results and documentation as related to office manager process and work assignments. Prepare reports, letters, supplemental agreements, and cost analyses.

Confer with State and Federal agency officials, staff members, contractors and other stakeholder representatives of other agencies to acquire information needed for making project related determinations and decisions. Ability to resolve conflict at the project and program level. Direct activities of consultants to ensure compliance with all applicable State and Federal laws, rules, regulations and policies. Compile administrative information for work unit and prepares reports on assigned duties as requested. Ensures compliance with State and Federal laws as it pertains to procuring assets for construction offices. Assists with the hiring of employees in work groups. Attends and/or conducts construction meetings and field reviews. Facilitates work unit staff, partnering and project meetings to ensure appropriate information is discussed and disseminated as needed. Ensures appropriate, accurate documents are maintained for construction project files. Reviews inspector's documents to ensure completeness and timeliness.

Selective Preference(s):

Bachelor's degree in Business Administration, Public Administration, Accounting or closely related field; or minimum of 5 years of related work experience as a construction office manager.

Pre-Employment Requirements:

Valid Driver's License - This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
