• The Program Project Specialist II / Adult Education Grants Specialist position is responsible for providing analysis, evaluation, and first level approval of the Adult Education grant funding applications in the Grants Management Enterprise (GME) System.
• The position is responsible for ensuring that Adult Education providers are complying with integrated education and training activities; workplace adult education and literacy activities; and the completion of postsecondary education, training and employment according to the Uniform Grant Guidance/Code of Federal Regulations Part 200 (CFR), the Workforce Innovation and Opportunity Act (WIOA), Title II, and the Arizona Revised Statutes (A.R.S.) §15-232 and §15-234.
• Occasional in-state and rare out-of-state travel is required for this position.
The Arizona Department of Education currently utilizes a hybrid work environment, with up to two days of remote work (contingent upon business needs). Candidates should apply with ability and willingness to work in-office up to five days per week as business needs necessitate.
• With guidance from the director of fiscal services, is responsible for the review, evaluation, and approval of Adult Education grant funding budgets for programmatic and contract compliance that adheres to Uniform Grant Guidance/CFR Part 200, WIOA Title II, and A.R.S. §15-232 and §15-234
• Develop and manage grant data reports for internal and external fiscal monitoring and audits
• Manage the internal procurement process by creating requisitions and tracking approvals, monitoring and tracking purchasing deliverables, reviewing invoices for accuracy, receipting invoices for payment processing, and closing paid purchase orders
• Provide support and technical assistance on fiscal processes to the Adult Education Services staff
• Provide technical assistance to Adult Education grant program providers to ensure programmatic and contract compliance per Uniform Grant Guidance/CFR Part 200, WIOA Title II, and A.R.S. §15-232 and §15-234
• Review and analyze fiscal reporting for special projects
Knowledge in:
• Principles and practices of fiscal concepts and applications
• Principles and practices of data entry and office equipment operations
• Comprehensive knowledge of the principles, concepts, practices, methods and techniques of government accounting
• Understanding of uniform grant guidance
Skills in:
• Considerable skill in analysis and communication
• Maintain complex record keeping systems
• Critical thinking, problem solving, and attention to detail
• Intermediate skill in using Microsoft Outlook, Word, and Excel
Ability to:
• Adapt to changing priorities
• Understand, interpret, and apply complex federal and state laws, rules, regulations, and procedures.
• Organize and prepare documents, reports, and correspondence
• Analyze, interpret, and communicate fiscal data
Preference will be given to those applicants with:
• Three years of administrative experience
• A Bachelor's degree in a related field and one year administrative experience
• Knowledge of Federal and State Adult Education laws
• Knowledge of common rules, laws, and regulations related to Arizona Adult Education
