Job Summary:

The Advanced Air Mobility (AAM) Planner will develop a statewide plan to include public vertiports, electric aircraft charging stations, and infrastructure needs of AAM. The AAM Planner will be the AAM expert for the State. Works in coordination with the Federal Aviation Administration (FAA) and other stakeholders. The AAM Planner will provide planning support to cities and counties on vertiports, electric charging stations, and infrastructure needs.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Provides leadership, coaching & technical support to subordinate staff; ensures compliance with FAA and ADOT guidelines. Review planning for vertiports, electric charging stations, and infrastructure needs

Coordinate multi-jurisdictional planning efforts; gives advice to and cooperates with local, county, state and federal officials.

Administers Federal funding assistance programs, reviews, and evaluate local planning programs.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

- Planning administration practices and procedures.; government organization, public finance and economics.
- Federal, state, ADOT, and relevant local standards pertaining to airport construction and engineering, environmental protection, public relations, airport safety, vendor collaboration, vehicle operation, and fixed asset management.
-Research and analytical knowledge.
-Decision making / Presenting / Speaking from Position of Knowledge.
- Working with databases, including entering transactions, data cleansing and generating reports/analyses.
- Developing and implementing quality assurance processes for reconciling and managing large data sets.
-Understanding and Practical application of policies, procedures, rules, State and Federal statutes.

Skill in:

- Research, analysis, and interpretation of a wide range of highly technical airport construction standards and procedures.
-Fostering Customer Relationships through in-person, virtual, and written communication.
-Prioritizing, planning, delegating tasks and projects based on skills/experience.

-Applying analytical, research, and project coordination methodologies.

- Apply knowledge/skills to perform standard work, moving forward at any point from within the process, or applying the processes from initiation to closeout.
- Direct and manage multi-disciplined vendors. direct and manage a multi-disciplined staff and vendors; maintain effective working relationships with those contacted in the course of work.
- Read airport plan sets.
- Meet the time requirements for each process step, and document exceptions with specific business reasons.
- Work virtually, in office, and able to contribute to the team perspective by meeting predetermined metrics.
- Establish and maintain relationships.
- Summarize and analyze a variety of data sources to formulate recommendations.

Selective Preference(s):

Master of Science in Urban Planning, Master of Science in Urban Management and Development, Master of Science in Aviation
Management.

Five (5) years experience in aviation management or closely related field. Any combination of training and experience that meet the knowledge, skills, and abilities (KSA's) may be substituted.

Pre-Employment Requirements:

This position requires driving or the use of a vehicle as an essential function of the job, and  the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
