Job Summary:

The Arizona Department of Agriculture is currently recruiting for a Laboratory Manager for the State Agriculture Laboratory; this position will report directly to the Assistant Director.

This position will manage the biological testing section of the Arizona State Agricultural Laboratory. The section is responsible for various food safety testing, microbiological testing including feed, dairy, and food safety samples. Perform work of unusual difficulty related to planning, evaluation, policy development, and implementation of a laboratory quality assurance program; work with minimal direction and without technical supervision; develop internal audit procedures, proficiency test systems, and corrective action policies to measure and report sample analysis quality; will assure compliance with International (ISO), Federal and State mandated quality assurance criterion. Serve as a subject matter expert in quality assurance principles and as a technical resources in the scientific principles utilized in the State Agricultural Laboratory; research, develop and implement sampling guidance that meet all federal and state requirements. Provide laboratory certification support and management activities for outside agricultural laboratories certified by the State Agricultural Laboratory; maintain necessary knowledge of state and federal requirements for certification, perform document review, scientific data review and laboratory site audits to determine compliance with requirements and recommend certification actions. Perform other duties as assigned.

Job Duties:

Manage biological testing, perform microbiological testing of feed and dairy, cross train staff to be certified. Manage subordinate staff.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
Laboratory systems and programs, their purpose and variations in form; of the structure and content of the laboratory sections; of sample submission, processing and reporting protocols; of concepts and practices of state government, including administrative and procedural processes; of state laws and rules pertaining to laboratory operation and certification; of good laboratory practices and established Federal and State Quality Assurance standards and procedures; of laboratory procedures and instrumentation; of preparing and interpreting performance evaluation samples and data.

Skills in:
Conceptualization, design, planning and development of laboratory quality assurance systems; in conducting research and extracting, compiling, analyzing, evaluating and presenting information; in written and verbal communication; in the use of statistical methods, in performing analytical tests, operating laboratory instrumentation, and interpreting scientific data; in interpersonal relations with officials, managers, representative of various agencies and organizations and subordinates; in performing detailed data analysis and determining compliance with established policies; in conducting meticulous audits of complex and varied laboratory programs; in the application of accounting practices within the State of Arizona environment; in the utilization of standard office equipment and computer programs; in supervision of personnel; in training others in technical and non-technical topics, in analyzing purchasing bids and proposals for compliance with specifications.

Ability to:
Review and audit data; develop a culture of quality within an organization; to correctly interpret and apply complex regulatory requirements for laboratory business and quality operations; to develop program policies and goals; to analyze needs and establish priorities; to establish and maintain work relationships with agency personnel, managers, other governmental officials, and all other customers. Resolve laboratory related issues/problems; communicate effectively verbally and in writing; evaluate complex business and scientific data to ensure completeness and accuracy; remain calm and focused in difficult and rapidly changing circumstances; work independently, set priorities and coordinate multiple projects; use independent judgment and discretion in making decisions involving budget, procurement and staff direction; ability to read and interpret grant notifications an prepare complete competitive grant applications.

Selective Preference(s):

5 plus years of experience in a chemistry/microbiology laboratory.
2 plus years of experience in laboratory management or previous experience as a quality assurance officer or manager in an ISO accredited laboratory setting.

Pre-Employment Requirements:

Bachelor of Science in one of the natural sciences.
Arizona Driver's License

Retirement:

Positions in this classification participate in the Arizona State Retirement System (ASRS). Mandatory condition of Employment for all employees who meet the eligibility and membership criteria defined in statue. Current contribution rate is 12.44%. Enrollment eligibility will become effective after 27 weeks of employment.
