Job Summary:

• The Applications Developer will be accountable for the creation and maintenance of interoperable and scalable web, middleware, and back-end software and database solutions in support of the agency's goals and in alignment with ADE Information Technology (IT) standards and practices.
• Core responsibilities of this position include the technical analysis, design, development, unit testing, debugging, maintenance, enhancement, and support of mission-critical and strategic software solutions both within and across business-focused project teams.
• Candidates will possess advanced knowledge of multiple software technology areas and tools and demonstrate experience and expertise producing "full-stack" software solutions based on the Microsoft .NET platform, Microsoft Azure, and other related and complementary technologies.
• Work with business customers and development team members to understand requirements, define scope, and devise possible solutions to existing and/or anticipated needs.
• Participate in the Change Management process, including the planning and estimation of tasks, daily communications and periodic status updates, and creation and maintenance of technical documentation and other project artifacts.
• Research and stay informed of changing industry practices and technologies to enhance existing skills and knowledge as it applies to software development activities.
• Other duties as assigned and necessary to ensure effective collaboration with development team members, business customers, management, and other agency staff in pursuit of the ADE IT mission.
• Local / in-state / out-of-state travel is/may be required for this position.

Job Duties:

• Actively participate within a team tasked with the design, development, and maintenance of software and database solutions based on the Microsoft.NET platform and related technologies, handling complex application features and technical designs
• Ensure application of adequate controls such as code reuse, code reviews, unit testing, and other quality management best practices, and adherence to ADE IT standards and practices
• Support and help resolve application related inquiries and issues in production.
• Meet with business customers, Business Analysts, Quality Analysts, and other development team members to ensure alignment of IT solutions to their needs and expectations
• Support defect and change management processes, including maintenance of associated documentation and other work artifacts.
• Deliver status updates and other project communications to the Director of Applications Development, Project Manager, and other development team members, ensure alignment of roles and activities with team goals and overall organizational strategy

Knowledge, Skills & Abilities (KSAs):

Knowledge:
• Experience designing and developing solutions using the latest .NET Framework and .NET Core platforms, C#, ASP.NET MVC and Web Forms, Web Services and REST API, SQL Server, T-SQL, SSRS, Azure Cloud Services, Azure DevOps, Unit Testing, and Continuous Integration solutions.
• ORM and UI frameworks and libraries, such as Entity Framework, Dapper, jQuery, BootStrap, Telerik, etc.
• Experience as an active member of a projectized IT development team.
• Software Development Life Cycle and experience with software delivery under Agile development methodologies such as SCRUM.
• Software testing tools and issue management solutions, such as SmartBear ReadyAPI, Zoho ServiceDesk
• A Bachelor’s degree in a related field is required (extensive programming and analysis experience may be substituted)
Skills:
• Design and realize the end-to-end delivery of small tactical to large-scale strategic software and database solutions
• Analyze, design, and develop against large data repositories, including design and optimization of relational databases
• Effective written and verbal communications with agency staff across a broad range of technical expertise levels

• Organize, prioritize, and execute tasks to work productively and meet objectives
• Collaborate with, assist, and help mentor other team members as needed
Abilities:
• Set measurable and attainable goals and effectively manage time and activities appropriately to attain goals
• Solve problems and make decisions while collaborating with and assisting others to do the same
• Analyze complex business processes and propose creative solutions to effectively meet business needs
• Quickly learn and develop in new programming languages, APIs, platforms, frameworks, and libraries

Selective Preference(s):

• Preference will be given to those applicants with experience in K-12 or post-secondary Education and/or Government organizations.

Retirement:
