The Department of Economic Security, Division of Technology Services (DTS) is seeking an experienced and highly motivated individual to join our team as an Applications Developer Senior/Lead (InRules Developer). The InRules Developer will be responsible for designing, developing and maintaining rules using inRule platform (Rules Engine). They will also support MuleSoft/Onbase development activities such as workflows setup and configurations.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

-Proactively solve complex problems. Supports production systems; analyzes and resolves production problems in a timely manner; resolves end user service requests as assigned. Engages with business analysts and stakeholders to understand functional requirements and contributes to completion of functional specifications.
-Develops new applications to meet functional and technical designs. Develop and maintain rules using InRule. Analyzes and assists with creating reusable and enterprise level modules/applications. Reviews and recommends improvements to existing architectures
-Completes unit and system test application changes to ensure quality of work. Creates deliverables according to the Software Development Lifecycle such as functional and technical specifications, use cases, test cases and system documentation
-Work to analyze, debug and resolve defects in applications. Prepares technical documentation on application specifications,. Assists in interviewing and training new hires and provide guidance to Junior Developers when required.
-Fixes and develop changes to applications to meet functional and technical designs following best practices and development standards and guidelines. Analyzes and resolves development issues in a timely manner. Performance tunes, reviews and recommends improvements to existing codes

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

-Thorough working knowledge of multiple programming languages, multiple database management systems, mutiple development platforms, and systems integration.
-REST/SOAP APIs
-Onbase and InRules Platform
-jQuery and JavaScript
-AZURE DEVOPS and Code Deployments using CI/CD

Skill in:

-Experience with InRule's IrAuthor for rule modeling and management
-Understanding of business rules systems and decision automation principles
-Customer service skills
-Interpersonal , written and oral communication skills
-Testing, simulating and debugging rule execution

Ability to:

-Learn new technologies and ability to evaluate and test emerging technologies
-Handle complex projects and apply creative solutions to business problems to ensure business needs are most effectively met
-Develop and write technical documentation
-Balance, prioritize and organize multiple tasks
-Work collaboratively in teams and across organizations and synthesize feedback and adjust plans accordingly
-Implement integrations using InRule's REST API
-Build strong relationships inside and outside the organization
-Quickly learn and develop in new programming languages, APls, and platforms

Selective Preference(s):

This ideal candidate for this position will have:

Experience using InRule Rules Engine.

Pre-Employment Requirements:

Bachelor's degree plus 8 or more years of programming and analysis experience or equivalent experience.

Employee shall obtain and maintain a valid Level One fingerprint clearance card that meets DES requirements for a Level One card pursuant to Arizona Revised Statute 41-1969.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
