The Arizona Department of Agriculture is currently recruiting for a highly motivated, detailed oriented, self-driven individual to join our Information Services team as the Information Technology (IT) Applications Development Manager. This position will report directly to the Deputy Director. This position provides direct supervision to specialized IT staff and works closely with Department leadership, other IT teams and staff, and program leads throughout the organization to support implementation of the Department's strategic and operational priorities. They will collaborate with the Arizona Department of Administration (ADOA), Arizona Strategic Enterprise Technology (ASET), Arizona Network (AZNet), and the Department of Homeland Security (DOHS) for maintenance of existing IT systems and new IT project endeavors.
Major duties and responsibilities include but are not limited to:
• Managing the Department's application development and maintenance, including development, project management, and quality assurance/business analysis
• Providing guidance, direction, and mentorship to IT team members and identifying opportunities for team training and skill growth
• Developing and implementing IT policy and best practice guidelines
• Creating rational strategies for upgrading the Agency’s software and hardware technology
• Monitoring network/server/data utilization and performance and implementing procedures for maintainability and sustainability.
• Executing functional business plans and contributing to the development of the Department's strategies
• Identifying technical trends or patterns in reported issues using data and key metrics
• Establishing key performance indicators (KPI) for individual, team, and Agency
• Soliciting customer feedback to improve service
KNOWLEDGE OF:
Broad understanding of management and leadership. Considerable knowledge of service management, project management, and KPIs. Knowledge of current and emerging software and hardware technologies. Maintain professional and technical knowledge by reviewing professional publications, establishing personal and professional networks, and evaluating the latest industry best practices.
SKILLS IN:
Strong customer service. Excellent interpersonal, written and oral communications. Advanced conflict management. Strong problem-solving, critical thinking and decision making. Solid project management, including organization, planning, time management, and prioritization. Excellent attention to detail.
ABILITY TO:
Balance, prioritize, and organize multiple tasks. Manage medium to large teams and hold people accountable to deliverables and policy. Work collaboratively in teams and across organizations to synthesize feedback and adjust plans accordingly. Build strong relationships inside and outside the organization. Understand and anticipate needs and priorities of both internal and external customers. Evaluate and test emerging technologies.
Bachelor’s degree plus 5 years of information technology management experience (or equivalent experience)
ITIL completed training
Use of KPIs, Change Management, Problem Management, Project Management
Valid Driver's License

Positions in this classification participate in the Arizona State Retirement System (ASRS). Mandatory condition of Employment for all employees who meet the eligibility and membership criteria defined in statue. Current contribution rate is 12.27%. Enrollment eligibility will become effective after 27 weeks of employment.
