This position will provide expertise in the software development of various application solutions, feeder systems and the Department of Revenue data warehouses. This position will be responsible for enforcing sound software development practices using Software Development Life-cycle Methodology. This position supports and enhances existing business applications.

This position manages a team of software developers who are responsible for software coding, system performance, initial software testing and creating cost estimates for potential projects. This position manages System Engineers who are responsible for the monitoring and performance improvement of all mid-tier applications, interfaces, integration servers support and the development of new and current processes.

Job Duties:

Essential duties and responsibilities include but are not limited to:
-Maintain a comprehensive, repeatable development methodology, based upon sound release management and configuration management principles. Ensure effective coding standards, technical documentation, testing processes, software version control and software migration processes
-Develop and maintain an understanding of customer needs by partnering with business analysts and system analysts. Create effective technical designs to deliver quality business processing and business intelligence solutions. Partner with other IT teams to design sustainable solutions.
-Provide expertise in the software development of various application solutions, feeder systems, databases and data warehouses.
-Responsible for enforcing sound software development practices using Software Development Life-cycle Methodology.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
-All phases of the Software Development Life Cycle (SDLC) for complex n-tier. Object oriented client/server development efforts.
-Agile software development methodologies
-Software development methodologies for Microsoft .NET technologies, TFS solutions, and Oracle forms
-Fundamentals of objects oriented and service software design principals.
-Build vs. buy alternative analysis
-Software coding standards
-Business Intelligence fundamentals (ETL, Data Warehouse and Data Marts, OLAP, Data Mining)
-Release and configuration management
-Project Management Methodology

Skilled in:
-Building strong collaborative relationships with team and with other teams
-Analytical and creative thinking and strong problem solving skills
-Organizational skills to effectively prioritize and execute multiple tasks
-Effective written and verbal communication with technical and business staff at all organizational levels.

Ability to:
-Lead, motivate and mentor team members to provide exceptional customer service in a fast paced dynamic environment
-Collaborate with IT and business resources to develop effective technical solutions, estimate costs of project at the conceptual stage and effectively compare and contrast alternative solutions
-Bring projects to completion on time and within budget using System Design Life Cycle and the established Project Management Methodologies
-Manage Client Solutions software releases
-Research and analyze information
-Create metrics for software development Key Performance Indicators (KPIs)
-Identify and recommend training opportunities
-Effectively communicate, both orally and in writing, with customers and staff at all levels

Selective Preference(s):

The ideal candidate for this position will have:
-Bachelor's Degree in Information Technology or Computer Science or equivalent experience preferred
-5 to 7 years managing software developers (or combined education and experience)
