This position is the manager of the IT Division Development team, responsible for the development, training, and performance of software programmers and engineers on the team. This team produces and maintains software applications used by the agency staff and the public and maintains the agency website. The Manager is responsible for his direct report staff, also confirming project, product, and task priorities with other IT management staff. Position also serves as a Microsoft platform development subject matter expert, experienced in Azure cloud and on-premise architectures, technologies and security.
Technical SW Development:
Lead the architecture and delivery of applications utilizing Microsoft and Azure technology stacks. Manage and support utilization of best practices with GitHub and DEVOPS for both Agile and Kanban methodologies. Provide expert guidance and coaching of staff in .NET 8+ and modern microservices patterns, VSCode IDE, Angular, C#, MS SQL, IIS, Azure VMs, and other appropriate tools and technologies.
Prioritization and planning - Troubleshooting and Resolution:
Plan and lead technical software solutions design and development and/or integrations to support agency’s major business systems. Collaborates on staff prioritization and troubleshooting. Ensures the performance, security, and integrity of Web applications, agency Websites, SQL Server databases, and software tools employed in agency development and support.
Standards and Procedures:
Support and promote a productive work environment ensuring the necessary development infrastructure, procedures, and practices and standards are utilized for development, testing and releases. Ensure that through recruitment and direct training, staff have the necessary skills and competences to successfully meet project and product goals.
Team Management:
Management of staff includes conducting 1-on-1s, performance reviews, and career mapping for developers. Lead the recruiting process, from defining job requirements and conducting technical interviews to onboarding new hires for development resources. Mentor in appropriate SW development methodologies (Agile) with oversight on development product and feature technical decomposition, design, and estimation activities.
Security:
Ensure network plans and improvements are in place to minimize security risks, ensure disaster recovery, maintain high network availability, and to keep technologically current.
