The ideal candidate will serve as the Assistant Deputy Director for Administration and reports directly to the Arizona Department of Veterans’ Services (ADVS) Deputy Director. As the Assistant Deputy Director for Administration you will be responsible for providing leadership, financial management, and executive oversight of the Procurement work unit, Financial Services work unit, Information Technology work unit and Risk Management/Loss Prevention Coordinator. You will oversee the activities of these work units, and provide training and support to ensure the services they provide are efficient and effective.

• Develops and implements meaningful metrics to track the health of the work units under the Administration Division.
• Facilitates problem solving activities when metrics goals are not being met.
• Meets quarterly with all work unit Chiefs to discuss strategic planning and submits an annual strategic plan.
• Directs the activities of the Information Technology (IT) work unit, ensuring ADVS is current with all information technology security measures and that the IT department is meeting the needs of ADVS employees and constituents.
• Ensures that the IT work unit adheres to the Arizona Strategic Enterprise Technology (ASET) statewide information technology strategy.
• Directs the activities of the Procurement work unit to ensure compliance with all state and federal laws when conducting business.
• Reviews and approves for signature: contracts, memorandums of understanding, and other mechanisms used to enter into agreements with vendors, other state agencies and community partners.
• Directs the activities of the Financial Services work unit to ensure compliance with all legal and constitutional requirements.
• Ensures adherence to the State of Arizona Accounting Manual (SAAM) and that the Financial Services unit staff utilize SAAM as a learning tool and reference manual to conduct their work.
• Ensures the annual budget requests are accurate and timely.
• Ensures the timely draw downs of grant funded programs.
• Ensures payroll is calculated accurately.
• Directs the activities of the Risk Management/Loss Prevention Coordinator to ensure work injuries are reported in a timely manner and tracked as needed for OSHA reporting.
• Ensures monthly reports for injury and workers compensation are complete.
• Ensures ADVS fleet of vehicles are well maintained and in good working orders.
• Oversees records management for the agency, including responsibility for the function of the agency's Records Officer to liaise with the State Library and Archives.
• Represents the agency Director and Deputy Director as assigned at various meetings, events, etc.
• Advises the Director and Deputy Director on subjects within scope of responsibility.
• Oversees special projects as assigned by the Director and Deputy Director, and may perform additional duties in the absence of the Deputy Director and/or Director.

Preferences include:

• Veteran
• Certified public accounting experience or experience managing large budgets
• OSHA certifications
• IT related degree or certificates
• Procurement certificate(s) and or procurement experience
• Organizational management certification or training such as Arizona Management System, LEAN, Six Sigma, etc.
  

• This position requires driving in the course of state business. Requires possession of and ability to retain a current, valid state-issued driver's license.
