ARIZONA STATE BOARD OF ACCOUNTANCY

The primary duty of the Arizona State Board of Accountancy is to protect the public
from unlawful, incompetent, unqualified or unprofessional certified public accountants
through certification, regulation and rehabilitation.

ASSISTANT DIRECTOR

Job Summary:

The Assistant Director will assist in the evaluation of template correspondence to ensure that Board communications conform to the appropriate statutory and rule provisions. The position will work directly or indirectly with the Board and four of the Board's advisory committees including Law Review, Certification, Continuing Professional Education, and Peer Review Oversight and oversee and approve notices, agendas, meeting minutes and ensure the quality of relevant meeting materials.

The Assistant Director will also work closely with the Executive Director to draft legislation, rulemaking dockets, proposed or final rulemakings, and to develop strategic plans, objectives, and performance measures to create and support a culture of performance and accountability and will opine and brief the Board and its committees on relevant matters.

The Assistant Director will work closely with the Board's assigned Assistant Attorney General and when appropriate serve as a witness in hearings at the Office of Administrative Hearings. The position will also be required to do business analysis to provide information technology staff guidance for modernization efforts and ensure that program area has up-to-date and well drafted desk procedures to retain as organizational asset and to assist with training and business continuity.

Job Duties:

Business Analysis

• Act as the primary liaison between the IT program area and the examination, certification, and registration program areas

• Assist Executive Director and Law Review Committee with drafting amendments to statutes/rules

• Provides functional expertise to developers during the design and construction phase of projects

• Identifies opportunities for use of solutions to improve efficiency and reduce waste

• Assist in drafting legislation and dockets and notices of proposed/final rulemaking

Management and Supervision

• Supervise four employees, document performance issues, provide performance feedback, administer discipline, conduct performance evaluations and hire and train employees

• Develop, oversee and ensure an efficient uniform system of handling examination applications, certification applications, registrant registrations and other operational business processes

• Develop, maintain and revise, as necessary, desk procedures to ensure business procedures are administered in a standardized fashion and to ensure the consistent treatment of registrants as well as to ensure effective training of new employees and business continuity

• Communication with diverse groups of individuals including applicants, registrants, opposing counsel, attorneys general, board and committee members

• Provides written and oral to the Executive Director and the Board to keep them informed of the operation and progress of program efforts

• Guides and supports other program areas regarding examination, certification, registration or other operational issues

• Consults with the assistant attorneys general, as needed, to resolve programmatic issues in area of responsibility

Board and Committee Meeting Oversight/Participation

• Oversee and approve as necessary the preparation and delivery of follow-up correspondence as directed by the Board and advisory committees to relevant parties

• Ensure proper written notification (notice and agenda) of meetings for advisory committees directly responsible for

• Review and approve respective advisory committee minutes and ensure timely posting of minutes to Board website

• Review, approve, and write summaries of agenda matters for board and committee members

Compliance

• Support compliance/non-compliance with Continuing Professional Education requirements

• Oversee compliance/non-compliance with peer and educational enhancement reviews

• Testify as board witness at the Office of Administrative Hearings

Public Records Coordination and Records Management

• Oversee the collection and maintenance of documents and written correspondence from/to the complainant, registrant, board members, committee members, committee liaisons, investigative reviewers, opposing counsel, attorneys general, constituents and other courts of law to regulate the certified public accounting profession

• Provides office-wide leadership and direction to ensuring that the Board’s public records are managed according to the approved records retention schedule

• Responsible for redacting, scanning, verifying, and certifying the requested information to ensure that only information available to the public is released

• Ensure billing for public records requested and ensure payment is received before releasing the documents

• Works with the Attorney General’s Office to respond to Subpoena Duces Tecums receives by the agency

• Oversee the destruction and archival of records pursuant to records retention policy

• Oversee and when necessary respond to public information inquiries

Administrative Services

• Fiscal - Provide business continuity in Executive Director’s absence act as authorized approver of board expenditures, approve payment of all invoices and travel claims for authorized board expenditures, resolve accounts payable issues, and make effective and economical use of resources

• Purchasing - Oversee requisitions, develop or assist with the development of scopes of work, evaluate bids, enter into contracts for goods and services and manage contracts that are necessary to carry out board statutes and rules and the performance of the vendors carrying out the contract provisions (e.g., investigative reviewers, network vendor, lobbyist)

• Facilities operations and maintenance - Oversee tenant improvements with property management. Ensure inventory of state property and ensure proper surplus. Act as or delegate and oversee Building, Emergency or Loss Prevention Coordinator

• Website - Assist in the management of content on the Board’s website and actively contribute content to keep information up-to-date

Planning and Reporting

• Develop and maintain systems to track and manage workload and develop performance measures to create a culture of performance and accountability

• Assist Executive Director with the development and execution of agency strategic plan and Master List of State Government programs

• Develop written policies and procedures for the Board’s operations to assist with training and business continuity

• Develop emergency response plans, business continuity plans, Board newsletter, and Annual report 

• Develop and keep up-to-date website applications, registrations, and forms

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

• Applicable statutes, rules, and regulations of the Board of Accountancy and relevant administrative agencies

• American Institute of Certified Public Accountants (AICPA) professional code of conduct

• Practices and procedures of administrative duties appropriate to the assignment

• Records management and retention requirements

• Adobe Acrobat Professional

• Microsoft Office Suite

• Database applications

Skills in:

• Making oral presentations to staff, the board and its committees, governmental agencies, legislature and the public

• Applying and interpreting federal, state, and agency laws, rules, codes, and policies governing operations

• Interpersonal relations necessary for effective team work, cooperation and conflict resolution

• Design and production of timely and accurate reports and documentation

• Statutory and administrative code research

• Data analysis, evaluation, and interpretation

Ability to:

• Work independently, be resourceful, and exercise good judgement in making decisions and work with a low-level of oversight

• Cooperate and communicate with Board, committees, the public and other stakeholders professionally and positively

• Handle and prioritize a large volume of work with competing deadlines

• Analyze problems, identify solutions, and implement solutions

• Understand the relevance of facts and legal issues

• Develop and implement training programs

Selective Preference(s):

• Experience working with a regulatory board

• Bachelor's Degree, or higher

Pre-Employment Requirements:

• Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)

• Requires possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment
