The Arizona Department of Revenue (ADOR) is currently seeking an innovative and solutions driven individual to work as our new Attorney 3 in our Tax Policy Team. The ADOR Tax Policy Team offers an exciting and rewarding work experience with opportunities to hone and grow your strengths and skills as an Attorney. The ideal candidate for this position will seek challenge, be able to adapt to change, and mold with a high attention to detail team. The work environment is currently full-time remote work.

The Attorney 3 will research, analyze and interpret statutes, rules, and case law for the Department regarding tax matters. This position will make recommendations on the interpretation of tax law as it should be stated in administrative rules, tax rulings and tax procedures and assist in interpreting new legislation and preparing summaries of current year legislation. The position may represent the Department in administrative appeals at the Office of Administrative Hearings or the Department's Hearing Office.

Job Duties:

Essential duties and responsibilities include but are not limited to:

• Draft information letters, private taxpayer rulings, notices, general rulings and procedures, and other documents as necessary.
• Review and/or draft legal agreements, including Intergovernmental Agreements with governmental agencies and municipalities.
• Research, analyze, and prepare recommendations for new statutory changes to tax law and draft administrative rules regarding TPT, Bingo and Luxury tax.
• Draft and process administrative rule proposals, tax rulings and procedures on complex tax and legal matters for the Department and affected taxpayers to rely upon in taxability determinations.
• Draft proposals for statutory language in order to implement desired changes to law. Review, analyze and interpret pending and new legislation in order to prepare guidelines, notices, summaries, policy recommendations, rulings and rules.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

• General principles of law relating to state and local tax issues.
• Understanding of procedures involved in contested hearings and appeals to the Hearing Office, Office of Administrative Hearings and the Director.
• State and federal statutes relating to tax matters, and sources of legal research of both case law and tax matters.
• General understanding of Supreme Court Rules of Procedure and sources of legal research of both case law and tax matters.

Selective Preference(s):

The ideal candidate for this position will have:

• Experience or study of state and local taxation (i.e. TPT, Bingo and Luxury tax).
• Strong legal research and analysis skill-set.

Pre-Employment Requirements:

Member in good standing with the Arizona State Bar.

Candidates for this position will be required to submit Tax Filing Records, Employment Verification Check and Fingerprints that will be used to check criminal history records from the Arizona Department of Public Safety (DPS) and the Federal Bureau of Investigations (FBI).
