This position provides support to the Audit Administrator and agency leadership team during external audits or reviews. The position performs audits or reviews and provides oversight, guidance, and management of audit functions for subordinate staff. The position advises leadership on interpretation of guidance, best practices, and potential risks, including recommendations to mitigate risks through change of business practices and policies. The position implements guidelines for audit functions and provides oversight of all program audits or reviews, Single Audits, CER Reviews and the annual Subrecipient Risk Assessment. The position meets with external agency partners to discuss audit functions, findings and final reporting. Responsible for ADHS Fraud, Waste and Abuse Hotline monitoring and follow up.
Supervises, trains, oversees, mentors and develops audit staff to meet audit and agency deliverables. Coaches and reviews audit staff work papers, draft and final reports prior to Audit Administrator review.
Performs difficult, complex, and/or sensitive audits. Scope may include multi-discipline or multi-functional areas of a complex nature. Review and guidance on funding for programs, procurement, grants accounting, and executive management. Prepares outlines, draft and final audit reports.
Advises on the requirements, liabilities, and penalties of compliance and noncompliance. Consulting with executive management, programs, grants, accounting, and procurement on new federal and state funding.
Develops audit scopes, reports, objectives, and procedures in accordance with generally-accepted auditing standards (GAAS) and government audit standards (GAS). Assists with oversight of the annual agency State Risk Assessment plan, annual Subrecipient Risk Assessment, CER and Single Audit Review processes.
Monitors the ADHS Fraud, Waste and Abuse Hotline including ensuring communications, accurate follow up and documentation of results.

Bachelor's degree in accounting or closely related field & a minimum of two years experience as an Auditor or equivalent. Preference given to applicants with Public Health experience. Prefer Certified Internal Auditor (CIA); Certified Public Accountant (CPA); Certified Fraud Examiner (CFE); Certified Information Systems Auditor (CISA) and/or Certified Government Auditing Professional (CGAP).
