The Arizona Department of Gaming (ADG) regulates tribal gaming, event wagering, fantasy sports, horse racing and pari-mutuel/simulcast wagering, and unarmed combat sports; investigates illegal off-reservation activities; and provides and supports prevention, education, and treatment programs for people and families affected by problem gambling through its Division of Problem Gambling (DPG).

Job Summary:

The Arizona Department of Gaming is seeking a detail-oriented Auditor 3, to perform audits within the Tribal Gaming Operations to ensure compliance with tribal, State, and federal gaming regulations and all other applicable laws. The Auditor 3 conducts audit test works through analysis, interviews, data gathering, and observations. This position plans and prepares required audit documentation and written reports, reviews external auditors’ work papers, and assists with special reviews, including financial and/or fraud audits. This position will be reporting to the Audit Supervisor and/or Audit Manager. This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Work Environment & Travel Requirements:

• Work in varied environments including facilities, office settings, and field work in casinos,
which can be a smoke and high dust environment.
• Travel at least one week per month (25 percent) to facilities across Arizona for audit purposes and compliance, which may include overnight stays and evenings.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

● Responsible for the auditing of Tribal Gaming Operations to ensure compliance with the Arizona Tribal-State Gaming Compact, Appendices, National Indian Gaming Commission’s Minimum Internal Control Standards, Tribal Gaming Ordinances, and/or other applicable laws and regulations.
● Compiles and review financial information, including tribal contributions, for all Tribal Gaming Operations.
● Conducts and reviews audit work papers conducted by external auditors.
● Responsible for reviewing the Tribal Gaming Operations internal control systems to ensure compliance with the Arizona Tribal-State Gaming Compact, Appendices, National Indian Gaming Commission’s Minimum Internal Control Standards, Tribal Gaming Ordinances, and/or other applicable laws and regulations.
● Works closely with Tribal Gaming Offices and Gaming Facility Operators to collaboratively find solutions to resolve any non-compliant issues.
● Conducts detailed evaluations of internal controls and operational processes to identify compliance gaps, assess risk, and develop recommendations for improvement.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

• Arizona Tribal-State Gaming Compact and appendices State laws, and regulations.
• Gaming industry procedures and regulations.
• Principles and practices of auditing and accounting.
• Auditing techniques in evaluating internal control systems.
• Computerized products used in accounting systems and processes.

Skills in:

• Maintaining effective working relationships with team members, Tribal Gaming personnel, casino personnel, and tribal partners.
• The ability to interpret and apply Compact requirements, state statues, federal rules and regulations.
• Gathering facts, organizing, and comprehending information to make logical interpretations necessary to perform operational duties.
• The ability to interpret and apply the Arizona Tribal-State Gaming Compact and appendices, state laws, and regulations.
• Working independently with a minimum amount of supervision and making effective judgments on the basis of partial or incomplete evidence.
• Customer service, time management and interpersonal relationships.

Ability to:

• Multitask and meet deadlines.
• Communicate effectively in an empathetic and professional manner.
• Work with a high degree of professionalism, independence and initiative.
• Be an effective communicator (both written and verbal).

• Perform work of considerate difficulty, organize and direct activities of diverse areas of regulation.

Selective Preference(s):

• Bachelor Degree in Accounting, Business Administration, or related field.
• Minimum two (2) years accounting/auditing experience and/or reviewing and analyzing financial statements. Professional certification (e.g. CPA, CIA, CMA, and CFE) and/or gaming experience is highly desirable.

Pre-Employment Requirements:

● Requires possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)
