The Department of Economic Security, Office of Inspector General (OIG) is seeking an experienced and highly motivated individual to join our team as Auditor 4. This position is a senior auditor on the Internal Audit Administration's (IAA) financial audit team. The Auditor 4 independently completes performance audits focused on financial data and processes of DES programs and contractors published in the annual internal audit plan. The position conducts audits in accordance with Generally Accepted Accounting Principles, the U.S. GAO's Government Auditing Standards (Yellow Book), and other federal auditing requirements. This position aids in identifying potential fraud, waste, and abuse. 

This position may offer the ability to work remotely within Arizona, based upon the department's needs and continual meetings of expected performance measures.

Job Duties:

Essential Responsibilities include but are not limited to:
• Under the direction of an audit supervisor create and execute financial audit programs, and report of financial audit results of highly complex areas with DES. Utilizes auditing standards, industry standards, and best practices to recommend controls that will minimize risks posed to DES functions, enhance efficiency and effectiveness of operations, and increase accountability and compliance.
• Executing audit program steps such as testing financial information, analyzing records, reports, operating practices, and documentation. Assesses risks and internal controls by identifying areas of non-compliance; evaluating manual and automated financial processes; identifying process weaknesses and inefficiencies and operational issues.
• Completes high quality audit work papers and memoranda by documenting complete test work and findings, ensuring conclusions are well-supported. Submits work papers and draft reports for review directly to the audit supervisor. Monitors audit budgets and works with the supervisor to ensure efficient use of resources and accurate and timely reports.
• Communicates the status of work through daily and weekly audit team huddles. Presents updated information to the auditee through update meetings or emails as necessary. Participates in audit follow-ups to ensure that corrective actions noted in previous audits have been taken. Adheres to all professional standards for Internal Auditors.
• Carries out assigned ad-hoc tasks as directed by the Audit supervisor or Chief Auditor, including control assessments, data analysis, continuous improvement, administrative tasks and other activities. In addition, this position may partner with other Office of Inspector General units to conduct investigations and similar studies of potential fraud, waste, or abuse.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• Internal and external auditing concepts, techniques, methods, and procedures.
• Internal control frameworks, including works published by the Government Accountability Office (GAO), Institute of Internal Auditors (IIA), and Committee of Sponsoring Organizations (COSO).
• Accounting standards, including those found in Generally Accepted Accounting Principles (GAAP), Auditing Standards, including the GAO's Generally Accepted Government Auditing Standards ("Yellow Book"), and the IIA's International Standards for the Professional Practice of Internal Auditing ("Red Book").
• Risk management as it relates to the audit field (including COSO's Enterprise Risk Management Integrated Framework and the International Organization for Standardization's standard ISO 31000-Risk Management).

Skill in:
• Expert critical thinking and problem-solving skills, including the ability to synthesize audit information into valid conclusions to include in clear and concise audit reports.
• Strong data analysis and mathematical skills, such as utilizing quantitative and statistical methods using tools such as Tableau, Microsoft Access, and Microsoft Excel.
• Strong observation skills. Strong time management skills to complete work efficiently and effectively.
• Advanced communication skills in both oral and written communication.
• Strong interpersonal skills with the ability to work with people of diverse backgrounds on the audit team and throughout the agency.
• Strong interest in professional development and continuous improvement to assist in advancing the mission and focus of the DES Office of Inspector General.

Ability to:
• Interpret and apply Federal, State, and local laws, rules, and regulations, and Department policy and procedure.
• Plan and assist in performance and operation audits of large, complex operations or organizations.
• Make sound decisions based on available data and recommend appropriate courses of action.
• Prioritize tasks to meet deadlines; Perform detailed work with a high degree of accuracy.
• Analyze problems, identify alternative solutions, and implement recommendations in support of Department goals.
• Establish and maintain effective working relationships with those contacted in the course of work.
• Prepare clear, concise and accurate documentation and draft reports.

Selective Preference(s):

The ideal candidate for this position will have:

• Certified Public Accountant (CPA) and certifications such as Certified Internal Auditor (CIA) or Certified Fraud Examiner (CFE) will be considered.

• Master's degrees from an accredited institution in Accounting, Finance, Public Administration, Public Policy, Economics, or in a field emphasizing analytical skills, research, writing, organization of data, and government financial auditing is strongly preferred.

Pre-Employment Requirements:

• Bachelor's degree in accounting or a closely related field plus two years of experience as an Auditor or equivalent. 

• This position may require driving or the use of a vehicle as an essential function of the job to conduct State business; then the following requirements apply: Driver’s License Requirements. 

• Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the state-sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
