Under the general direction of the Licensing Division Administrator and Licensing Business and Finance Manager.
This position provides financial expertise, management, and oversight on all financial matters for the Bureaus of Medical Facilities, Long Term Care Facilities, Residential Care Facilities, Data/Quality Assurance Unit, Physical Plant Unit., as well as assist the DFM with special projects and other Branch needs on a regular basis.
This position provides management and oversight on all financial matters for Medical Facilities Licensing, Long Term Care Licensing, Residential Care Licensing, Data/Quality Assurance, Physical Plant Unit, including development of Program/Bureau budgets; forecasting revenues and expenditures; compiling monthly budget reports; monitoring financial activities including revenues, expenditures, appropriations, budgets, obligations, and contractual activities; conducting monthly budget meetings with Bureaus and Bureau Chiefs; ensuring fiscal accountability; ensuring compliance with all applicable federal and state laws, regulations, rules, and policies; supporting and enhancing the Agency's Continuous Quality Improvement (CQI) initiatives; and strategic planning.
This position will work with the DFM to; educate, empower, and build succession plans mitigating risk to the Branch while building skill sets that will provide opportunities for growth and advancement. This will ensure that Bureaus within the Branch are working closely together to maximize coordination, cooperation, and communication to improve efficiency, effectiveness, and standardize work practices across the team to meet established organizational objectives and program goals including other duties as assigned and relevant to the position.
- Budget Development and Financial Analysis: Analyze, prepare, monitor, plan and report on appropriations, allocations, revenues, and expenditures for assigned areas within ADHS; Prepare financial reports as requested by ADHS Leadership, Prepare revenue and expense forecasts, Properly and adequately manage state.
- Perform research and financial analysis to problem solve difficult individual cases and report findings to ADHS Leadership.
- Review, analyze, and qualify the effect on ADHS of pending legislation and contract requirements. Partner with program staff to ensure compliance with state and federal financial requirements during implementation of legislation/contract deliverables.
- Review/Approve Branch purchases to ensure accuracy of funding.

Bachelor's Degree in Finance, Business Administration or related field and 4 years experience in budgets, purchasing, procurement, accounting, and contract oversight services concerning federal grants.
Master's degree preferred and may substitute for 2 years of professional experience.
The ideal candidate will have organizational skills and the ability to prioritize with effective results. Proficiency in Microsoft is a plus.
