This position supervises the development, monitoring, and reporting of the Arizona Department of Transportation (ADOT) $600+ operating budget and $1B+ appropriated highway and non-highway construction projects. Leading agency-wide forecasting, financial analysis, and coordination with executive leadership, Governor’s Office of Strategic Planning and Budget and Joint Legislative Budget Committee to ensure statutory compliance and support ADOT’s strategic priorities. The position manages preparation of mandated reports, cost allocation rates, and funding strategies for operating and capital programs. Oversees complex fiscal projects, legislative impact analyses, and drives efficiency improvements and innovation in revenue planning. Supervises budget analysts and/or Divisional Financial Officers assigned to various divisions within the agency ensures continuity through cross-training and operational oversight.
This position may be available for remote work within Arizona (two (2) days per week in the office/hoteling).

Direct and coordinate the preparation of ADOT’s annual budget request, including statutory schedules and required reports. Ensure accuracy, timeliness, and representation of agency priorities in collaboration with executive leadership, division, directors, and financial officers. Supervise, mentor, and evaluate multiple budget analysts assigned to complex divisions of the agency. Oversee training and cross-training to promote staff development, accuracy, and continuity of budget office operations.
Oversee the allocation, tracking, and reporting of ADOT’s operating budget. Provide monthly fiscal analyses to leadership and external stakeholders, highlighting trends, risks, and recommendations for corrective actions. Ensure budget reporting and analyses produced by the budget office are accurate, complete, and timely. Develop financial performance measures, streamline processes, and promote transparency in financial management.
Develop and manage rates, including Indirect Cost Allocation Plan (ICAP), Payroll Additive (PA) rates, fleet usage rates, and overhead cost methodologies for ADOT’s construction, transit, and fleet programs. Ensure statewide funding requirements are communicated and agencies are appropriately resourced.

Bachelor's Degree in Finance, Business, Public Administration, or other discipline that requires financial or statistical problem-solving analysis.
Three or more years of professional experience in budgeting, financial planning, or business management or a Master's Degree in Business (Finance) or Public Administration.
Familiarity with legislative reporting and revenue forecasting is a plus.
This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
