Job Summary:

Monitors all activities related to the development and oversight of ADOT's budget and for reporting budget information to various agency stakeholders. Directs all budgeting services for the agency and serves as its Chief Budget Officer. Plans, organizes and directs budget management in support of the other divisions within ADOT. Provides professional administrative and financial expertise; and administers and directs all budgeting activities, in accordance with generally accepted accounting principles (GAAP), Government Accounting Standards Board (GASB) pronouncements, and State and Federal regulations. Oversees the development and submission of the Agency’s annual operating and capital improvement budgets. Informs ADOT's leadership team and stakeholders of submissions to the Governor’s Office of Strategic Planning and Budgeting (OSPB) and to the Joint Legislative Budget Committee (JLBC).

This position may be available for remote work within Arizona (Two (2) days per week in the office/hoteling).

Job Duties:

Plan, direct, and coordinate all budgeting functions for ADOT, including coordinating with division budget units, OSPB, JLBC, and legislative committees.

Participate in problem solving, decision making and issue resolution meetings for the Director, ADOT Executive Leadership Team, Division Directors and their staff on issues confronting the agency.

Represent ADOT in collaborating and providing information with OSPB, JLBC, and legislative committees on the agency's budget. This includes testifying before legislative committees.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• Arizona Revised Statutes, as well as State and agency policies, rules, and regulations. The principles, concepts and current practices in government organizations.
• Automated procurement and financial systems, such as the state accounting system (AZ360), Arizona Procurement Portal (APP).
• Microsoft, Google and general databases to assist in performing a variety of work (e.g. analysis, presentations, calculations, tracking, etc.)
• Considerable knowledge of state budgeting practices. This includes but is not limited to appropriations, Arizona’s Legislative processes, negotiation, methodologies for analysis, design, business modeling, and project management.
• Principles of leadership.

Skill in:
• Possesses a high level of technical expertise necessary to make program or policy-related decisions and strong analytical skills to interpret and research financial data.
• Excellent oral and written communication skills to effectively communicate with other units/ departments.Produces quality written documents, such as: agency policies and procedures, presentations, budget documents, memos, etc.
• Sufficient to understand, retain, and interpret technical information, legal provisions, regulations, precedents, and general principles and concepts.
• Planning, organizing and managing skills to oversee the work of professional staff that works toward common fiscal and budget objectives. Balance, organize, and prioritize multiple projects and people.
• Interpersonal skills to interact with staff, and external parties (e.g., JLBC, OSPB, federal officials, etc.)

Ability to:
• Direct and coordinate the work of others, by planning and controlling functions through subordinate supervisors, as well as to coordinate financial and budget matters with other FMS units and parts of ADOT.
• Maintain the highest degree of integrity of the financial records and reports, and in personal interactions as part of this role.
• Provide excellent customer service, by understanding and anticipating, the constituent and stakeholder concerns.
• Coach and develop employees, including continuous improvement practices and principles.
• Persuade, cooperate and coordinate with stakeholders ranging from state and local policy makers to members of the public.
• Make determinations by interpreting and/or incorporating laws, rules, and/or regulations.

Selective Preference(s):

Five (5) years of budgeting experience in a complex government agency.
Bachelor's degree with a major in accounting, business, economics, finance, or related field. Master's degree in business or public administration.

Pre-Employment Requirements:

This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
