The Central Services Bureau (CSB) contracts with several state agencies, boards and commissions to provide budgetary services and expertise. The budget analyst will be responsible for performing complex work related to creating projections, performing analysis, generating reports and assisting in the submission of the annual executive budget request.

• Oversees, plans, coordinates, and prepares budgets to include personnel, professional outside services, long term encumbrances, contracts, and operating costs. Tracks, analyzes, and reports actual and projected fund revenues, expenditures, and cash positions. 
• Performs analysis combining multiple data sets from various systems, such HRIS, AFIS, and InfoAdvantage to provide financial analysis, forecasting, and reporting tools. Recommends actions based on analysis of budget impacts and maintains compliance with various budgeting financing, and accounting standards and rules. 
• Evaluates and prepares annual/monthly departmental expenditure reports based on actuals and estimates. Creates reports and analysis ranging from basic to advanced reporting for management. 
• Provides accounting and budget guidance and direction for program staff to ensure agency compliance with state and federal policy and procedures including technical support and troubleshooting relating to the state financial system (AFIS) and state procurement system, Arizona Portal (APP).
• Participates and facilitates the preparation of the agency’s annual budget request by compiling past expenditure figures, estimating future costs, researching fiscal impact, developing strategic plan initiatives and making determinations of new budget figures.
• Monitors funds, revenue and available cash/fund balance to determine program longevity. 
• Drafts and prepares monthly and quarterly financial reports and confers with executive leadership on all program area financial matters to identify financial impact, propose budget reallocations and forecast adjustments as needed. 
• Organizes, and executes internal controls/reconciliations; reviews and analyzes new or proposed legislation to determine fiscal and organizational impact.

• A Bachelor's degree in accounting, finance, statistics or a related field or equivalent years of experience and/or education.
• Experience in monitoring, developing, analyzing, and overseeing budgets in a public agency.

• Background and reference check, including a state and federal criminal records check 
• Requires possession of and the ability to retain a current, valid state-issued driver’s license appropriate to assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driving training (see Arizona Administrative Code R2-10-207.12).
