The Arizona Department of Agriculture (AZDA) is recruiting for a reliable self-starter to join our team as a Budget Control Development Specialist 1 for the Environmental & Consumer Protection Division. The duty post for this position is located in our Phoenix office located at 1110 W. Washington Street, #450, Phoenix AZ 85007.
The Budget Control Development Specialist 1 position provides comprehensive and strategic support to the Administrative Services Manager of the Environmental and Consumer Protection Division. The position will be central to the seamless delivery of essential administrative services, overseeing critical functions that include strategic budgeting, meticulous financial accounting, efficient procurement processes and robust personnel management. This position involves close collaboration with both the Administrative Services Manager and Budget Control Development Specialist II to systematically track, analyze, and interpret financial information, generate pertinent statistical data, and prepare comprehensive reports.
Duties to include but not limited to:
• Place and manage supply orders for the Office of Environmental Services, Office of Pest Management and Office of Weights and measures through the Arizona Procurement Portal (APP), verify vendor quotes, track deliveries, reconcile invoices, and ensure adherence to state procurement regulations and departmental budgets. Receive, inspect goods and close the order in the system.
• Responsible for the precise data entry of all expenditures, travel claims and revenues across thirteen diverse accounts funded by the state general funds, EPA grants, and both appropriated and non-appropriated accounts. All financial transactions are diligently entered into the agency's official budget tracking system, ensuring precision and compliance.
• Responsible to the thorough reconciliation of purchase orders with corresponding procurement receipts to uphold financial accuracy. A significant part of this support also involves the proactive investigation and resolution of any vendor or billing discrepancies that may arise.
• Assist / Collaborate with the Budget Control Specialist 2 in preparing / balancing the monthly reconciliation worksheet of expenditures and revenues in the Budget tracking system, AZ360 and the General Ledger also balances with the Assistant Budget Director financial reports. Maintain an account mapping (AZ360 / GL accounts / Budget Tracking System)
• Assist the division with additional operational support activities; customer response, database input, and outreach coordination. Drive a state vehicle and other duties as assigned.

1 year budget development, implementation, and management experience.
1 year office management experience.
Working knowledge of State of Arizona budgetary and procurement systems.

Positions in this classification participate in the Arizona State Retirement System (ASRS). Mandatory condition of Employment for all employees who meet the eligibility and membership criteria defined in statue. Current contribution rate is 12.00%. Enrollment eligibility will become effective after 27 weeks of employment.
