The Arizona Department of Corrections, Rehabilitation & Reentry (ADCRR) is seeking to hire an experienced budget analyst with excellent communication skills and sound financial judgment. This position provides technical and analytical budget analysis in the design, development, implementation, and evaluation of budgets for the entire agency.
- Performs periodic data downloads from the State’s accounting and payroll systems
- Analyzes source data, reviews expenditure trends, and calculates budget projections
- Prepares comprehensive periodic budget reports, status of funds, per capita cost reports, and specialized ad hoc reports
- Participates in planning and development of the annual budget request by compiling historical data, meeting with agency staff, and projecting future costs
- Participates in annual agency budget allocation and load
- Compiles data from various sources and verifies its accuracy
- Researches and resolves data errors/discrepancies
- Prepares written analysis
- Meets with divisional business managers to review expenditure trends, projections, and anticipates needs
- Assists Grants Specialist with budget development
- Reviews and analyzes budget transfers ensuring accuracy and compliance with statutes, policies, and procedures
- Drives on State business
- Performs other duties appropriate to the assignment
Knowledge of:
- Principles, concepts, and current practices in governmental budgeting and fiscal management
- Organization, funding structure, programs, policies, and operations of the agency
- Accounting concepts and government fund accounting
- Accounting/business systems and productivity software
- State government functions and legislative budget development process
Skill in:
- Extrapolating and analyzing quantitative data
- Interpreting statutes, rules, policies, and procedures
- Technical report writing
- Complex spreadsheet construction, maintenance, and manipulation
- Critical thinking and problem solving
- Applying the principles and practices of budget planning, development, analysis, and forecasting
Ability to:
- Perform research, quantitative data analysis, and trend analysis from various sources
- Ascertain the impact of statutes, rules, policies, and procedures
- Identify/troubleshoot areas of concern and offer solutions
- Use of automated accounting systems and productivity software
- Prepare visual data presentations
- Exercise sound judgment in handling confidential and sensitive information
- Work independently and efficiently in a fast-paced environment
- Bachelor’s Degree in a related field such as Accounting, Finance, Business, or Public Administration
- Two (2) years of experience in governmental budget and accounting
- Detail-oriented
- Strong analytical, communicative, written, and mathematical skills
- Experience with InfoAdvantage and the State of Arizona financial and payroll systems
Requires possession of, and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete any required driver training (see Arizona Administrative Code R2-10-207.12).
