The Budget Control Development Specialist for the 162nd Wing, Civil Engineer Squadron (CES) in Tucson, AZ, the incumbent prepares comprehensive financial statements and periodic reports. Key responsibilities include drafting annual budget requests for assigned program areas, alongside generating monthly budget projections and specialized financial analyses. The specialist diligently monitors and tracks all Civil Engineer (CE) Master Cooperative Agreements (MCA), Master Construction Cooperative Agreements (MCCA), Sustainment, Restoration & Modernization (SRM), Operations & Maintenance (O&M) Federal and State funds, and Military Construction (MILCON) budgets. This oversight ensures that all allocated funds are meticulously administered, executed, and safeguarded in compliance with regulatory standards. Furthermore, the incumbent collaborates with all echelons of Department of Emergency and Military Affairs (DEMA) and military leadership to guide budget formulation and strategic planning. The specialist is expected to analyze complex fiscal challenges, brief supervisors with actionable intelligence, and actively participate in developing strategic action plans and resolving financial discrepancies. Actively participates in promoting a continuous improvement in the workplace culture, through the use of teamwork, root cause problem solving, standard operating procedures, and review of performance metrics.
Responsibilities include:
• Serves as the 162nd Civil Engineer Resource Advisor, ascertaining that all Federal and State funds are properly administered, tracked, and safeguarded. Diligently monitors and oversees Civil Engineer (CE) Master Cooperative Agreements (MCA), Sustainment, Restoration & Modernization (SRM), Operations & Maintenance (O&M) Federal and State funds, and Military Construction (MILCON) budgets.
• Budget Formulation, Planning & Forecasting: Drives the timely and accurate completion of all budget assignments, ensuring a high-quality product across all phases of budget development, planning, forecasting, and administration.
• Generates, ensures the timely submittal of, and formally attests to the accuracy of periodic financial statements and reports. Completes and formally submits annual budget requests (drafts and finals) for assigned program areas, alongside monthly budget execution reports and financial projections for the 162nd Wing, Civil Engineer Squadron (CES).
• Coordinates extensively with production control, supply technicians, and other squadron staff to ensure all labor, material, and contract information is fully consolidated, accurate, and complete prior to financial processing.
• Executes the timely and accurate transfer of funds to appropriate Lines of Accounting (LOAs). Reconciles invoices with purchase orders and transmits purchase documents, utility bills, and contract procurements to the Department of Emergency and Military Affairs (DEMA) or base Financial Management (FM). Ensures all payment processing is expedited to guarantee strict compliance with the State's Prompt Payment Act.
• Analyzes complex fiscal challenges and presents actionable data to supervisors. Actively participates in resolving financial discrepancies, developing corrective action plans, and facilitating data-driven decision-making for leadership.
• Confers with all echelons of the Department of Emergency and Military Affairs (DEMA) and military leadership to align budget development and execution with strategic planning and mission requirements.
• Performs comprehensive final accounting and financial reconciliation to facilitate the accurate and timely closeout of all Civil Engineering work orders (WOs).
Knowledge of:
• Comprehensive knowledge of the organization, funding structures, leadership hierarchies, strategic programs, plans, policies, and operations of the Department of Emergency and Military Affairs (DEMA), the Arizona Air National Guard (AZANG), and the 162nd Wing.
• Mastery of the principles, concepts, and current practices of government and military organization, budgeting, forecasting, financial administration, and fiscal control.
• Deep knowledge of State and Federal laws, rules, regulations, and policies governing budget development, legislative appropriations, and fiscal compliance (to include regulations surrounding the State's Prompt Payment Act).
• Detailed knowledge of State and Federal legislative and administrative processes, specifically encompassing the administrative frameworks and policy concepts unique to DEMA and military funding agreements (such as Master Cooperative Agreements).
• Specialized accounting procedures required for transferring funds to appropriate Lines of Accounting (LOAs), matching purchase orders, and performing final accounting for Civil Engineering work order (WO) closeouts.
Skilled in:
• Advanced proficiency in utilizing Microsoft Office Suite applications, including Word and Access, with specialized skill in applying advanced features of Excel to develop, manage, and model complex financial spreadsheets.
• Developing, fostering, and maintaining highly effective interpersonal relationships and working collaboratively with the Wing Commander, Facility Managers, Air National Guard personnel, state agencies, and external organizations.
• Communicating complex financial data, legislative guidelines, and budgetary policies clearly and effectively, both verbally and in writing, to a wide range of administrative, state, and military audiences.
• Operating a variety of modern office machines, computer systems, and standard hardware, including calculators and copiers, to ensure efficient daily financial operations and administrative management.
Ability to:
• Develop comprehensive annual budgets, manage cash flow, and review fund transfer requests. This includes evaluating budget revisions, monitoring timetables, expenditures, and obligations through periodic projections and special analysis reports. Demonstrates the ability to compose complex budget reports and properly route documents to cognizant Federal and State agencies by conferring with program directors and analyzing inputs from various personnel.
• Effectively manage time and oversee multiple complex financial assignments simultaneously. Demonstrates the capability to maintain a high degree of accuracy, meet strict statutory deadlines, and maintain operational efficiency in a fast-paced, dual-status (Federal/State) military environment.
• Read, interpret, and comprehend complex legislation and accounting principles specific to DEMA and the 162nd Wing, including cooperative agreements, state/federal regulations, and fiscal policies. This involves using sound judgment to compare data from multiple sources, assuring the absolute accuracy of technical documents, and making strategic recommendations and determinations for daily work activities based on legislative changes.
• Effectively navigate, utilize, and manage complex Federal and State fiscal databases, accounting systems, and financial programs required for seamless budgetary control, funding execution, and administrative oversight.
Desired qualifications include any combination of experience, education, and training that meets the knowledge, skills, and abilities as described. The preferred candidate will possess 3-5 years previous experience and/or training in budget development, and completion of college-level coursework in accounting, finance, business, budgeting, and other related areas of study.
Special Job Requirements:
• This position requires possession of and ability to retain a current, valid Arizona state-issued driver's license appropriate to the assignment. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)

• Individual is required to pass a criminal background investigation.
