Job Summary:

The Arizona Department of Juvenile Corrections (ADJC) is seeking a Budget Manager who will be working under the direction of the Business & Finance Administrator. The responsibilities include all budgetary activities within the Arizona Department of Juvenile Corrections (ADJC) and ensures that all rules, codes, and Federal and State regulations are followed in performing these functions; develops, reviews and evaluates budget policies and procedures; plans, organizes, and executes internal controls/reconciliations; reviews and analyzes new or proposed legislation to determine fiscal and organizational impact; manages and monitors complex assignments to ensure timely completion with a quality work product; researches, analyzes, evaluates and makes recommendations involving complex budget and financial management issues; ensures established standards of continuous quality improvement are met; provides leadership, technical assistance, and training to staff; and acts as the agency liaison with the Governor's Office of Strategic Planning & Budgeting (OSPB), the Joint Legislative Budget Committee (JLBC).

Job Duties:

Researching, drafting, and reviewing agency polices relevant to the budget and finance unit

Provides guidance and consultation to executive level management on complex budget and financial matters

Supports the Arizona Management System (AMS) by participating in team huddle board meetings, Gemba walks, kaizen events, drafting standard operating procedures (SOP's) as well as tracking and reporting unit metrics

Analyzing and modeling possible impacts of proposed/pending Federal and State legislation, policy changes, or agency funding changes

Utilizing the Human Resources Information Solution (HRIS), Arizona Financial Information System (AFIS), and Arizona Procurement Portal (APP) to author and respond to budget information requests and agency reporting obligations

Monitoring and maintaining the agency's position counts and budgeting, to include tracking establishments, reallocations, and abolishment

Perform other duties as assigned

Selective Preference(s):

The preferred candidate will have at minimum:
-Three or more years of experience working in the policy and research field. Experience working in a law enforcement or corrections setting is preferred.

Pre-Employment Requirements:

Requires possession of, and ability to retain a current valid Arizona-issued driver’s license. Employees who drive on state business are subject to driver’s license records checks, maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12).
