The Department of Emergency & Military Affairs (DEMA), led by The Adjutant General, provides emergency management and military capabilities to the citizens of Arizona and the nation. The Emergency Management Division consists of various sections—operations, recovery, preparedness, and grants administration. Each section works collaboratively across the agency and with external partners to manage emergency responses and reduce the impacts of disasters. Additionally, DEMA is the headquarters for the Arizona National Guard, the primary combat reserve of the United States military. The Arizona Army and Air National Guard provide military forces and equipment to accomplish community, state, and federal missions.

BUILDING MAINTENANCE SPECIALIST

Job Summary:

Under the supervision of the regional Maintenance Supervisor this position provides building and grounds maintenance of facilities under the care of the Arizona Army National Guard (AZ ARNG), Construction and Facilities Management Office (CFMO) for the central region. The Building Maintenance Specialist (BMS) is responsible for a variety of tasks, requiring highly skilled abilities in facilities maintenance repair and operations. The incumbent of this position assures all work is in compliance with state and federal codes; performs all assigned tasks within the established guidelines and instructions, adheres to established safety rules/procedures, ensures work is compliant with all applicable safety codes.

Job Duties:

Responsibilities include:
• Repairs and maintains buildings and grounds as assigned by the regional maintenance supervisor; demand facility requests for plumbing, electrical and mechanical systems, fire pumps and generators, pest and weed control, site drainage and repairs, fire alarm and suppression systems, fencing, gates, building controls, other minor facility repairs and upgrades.
• Provides building and grounds maintenance of facilities under the care of the AZ Army National Guard Facilities Maintenance Office. Maintain/repair/replace doors, door frames, closers, locks, keys, cores, and sweeps. Utilize/manage state issued credit card receipts. Submits purchased receipts to the office within 24 hours.
• Oversees installation preventative maintenance (PM) program and keeps accurate records of all work performed in the current work order management system. Coordinates workload with facility managers, maintenance supervisors, contractors, and project managers on all installation projects to ensure proper coordination is conducted to minimize impact on tenants and training plans. Provides call back response to the facilities after-hours/emergency help desk and oversees repair work as necessary.
• Ensures compliant operation of the potable water wells at multiple locations. Ensure regular tests are conducted on time and reported to the CFMO Compliance Program Manager. Maintains meticulous records of all results and makes corrections to the well water treatment systems as needed. Continually maintains credentials necessary to perform all tasks. Oversee and maintain all site-controlled resources; utilization of the water supply distribution and collection, sewer sanitation, (potable and non-potable water testing and certification), installation perimeter barriers and facility access operation (doors and gates), energy management automation, solid waste collection, recycling, environmental compliance, all utilities infrastructure.
• Assures all work complies with state and Federal codes. Responsible for performing all assigned tasks within the established guidelines and instructions. Coordinates work with vendors for assigned projects. Adhering to and demonstrating safety rules, procedures, and guidelines of National and local building codes. Directly oversees inmate labor on installation as needed.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• Basic Building Maintenance; cosmetics, construction, and reparation of all structures.
• Material costs estimates for jobs completed and or in progress along with basic computer functions and capabilities.
• Materials, methods, and the tools involved in the construction or repair of houses, buildings, or other structures.
• Well versed in the operation of backup generators and fire suppression systems at remote locations.
• Provide site weed control under licensed supervision and maintain the associated equipment, safely and environmentally.
• Comply with National and local building codes in the planning and performance of building repair and maintenance.
• National and local building codes, structural components of building and related utilities services systems.

Skilled in:
• Building Maintenance; painting, roofing, flooring, concrete installation basics.
• Equipment Maintenance: Performing routine maintenance on equipment and determining when and what kind of maintenance is needed.
• Conducting tests and inspections of products, services, or processes to evaluate quality or performance.
• The care and maintenance techniques regarding buildings and/or grounds.
• Preventative maintenance of powered and non-powered equipment and tools.
• Reading and interpreting blueprints, sketches and schematics as they relate to buildings and related utilities services systems.
• Time management.
• Verbal and written communications.

Ability to:
• Comply and enforce National and local building codes.
• Enforce regulations.
• Prepare estimates, perform costing, and order materials for assigned work projects.
• Demonstrate leadership and resolve an assortment of maintenance issues at the field level.
• Establish and maintain effective interpersonal relationships with coworkers, vendors, and customers.
• Produce working results.
• Attend opportunities for training and certification.

Selective Preference(s):

Desired qualifications include any combination of experience, education, and training that meets the knowledge, skills, and abilities as described. Preferred candidate would possess trade certifications in construction/contractor licenses. Three or more years of specialized experience in building maintenance. A Commercial Driver’s License (CDL) is not required but a plus.

Pre-Employment Requirements:

• This position requires possession of and ability to retain a current, valid state-issued driver's license appropriate to the assignment. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)
• In State travel required.
• Candidates for this position will be required to submit to a criminal background investigation as well as possess the ability to achieve a favorable Tier 1 investigation for the purpose of obtaining a Common Access Card (CAC) within one year of hire.
