Job Summary:

Reporting to the Business Analysis Manager, this position is responsible for leading a team of Business Analysts and ensuring that all analysis activities align with the agency’s priorities, goals, and strategic plans. The role includes managing and distributing workload, overseeing resource planning, and enforcing standards and methodologies for BA deliverables. You will provide coaching and mentoring to support the team’s growth and effectiveness and work closely with the Project Management team to ensure successful project execution. Additional duties may be assigned as needed.

 

Major duties and responsibilities include but are not limited to:
• Manage and direct Business Analysts team, provide performance appraisals, and conduct one on ones on a regular basis.
• Develop and mentor staff assigned to the department including establishing training plans, career path support and performance feedback.
• Ensure that all work in the department is performed according to policy and procedures.
• Prepare management and status reports.
• Attending various meetings, classes, focus work-groups, seminars, webinars and project demonstrations.
• Participate in the hiring process for the department.
• Establish Information Services Division Policy and Procedures and provide process improvement oversight.
• Develop best practices, standards and procedural templates for the BA team. Ensure practices and procedures are followed.

• Strategic planning in order to develop goals/objectives for the department
• Management principles in order to mentor and lead staff toward the successful completion of assignments
• Best Practices for Business Analysts in order to ensure efficient process flow and maintain standards and methodologies for BA deliverables
• Federal regulations in order to maximize the federal match on state spending
• Principles of AMS in order to apply continuous process improvement to department policies, processes and procedures
• Project management in order to effectively manage projects and resources
• Current methodologies in order to guide team to most efficient path to success

• Understanding of systems development life-cycle (Waterfall, Agile, or hybrid)

• Establish and maintain effective policies and procedures regarding the operation of the department

• Analyze and resolve a wide variety of problems
• Ability to work in a fast paced, quickly changing environment, and culturally diverse setting
• Apply the principles of AMS and SDLC to make improvements in the department
• Ability to partner with leaders to understand strategic direction and priorities
• Ability to partner with peers to successfully meet the strategic directions and priorities
• Experience clearly explaining complex methodologies and present findings and recommendations to both technical and nontechnical audiences

Qualifications:

Minimum:
• Bachelor’s degree in Computer Science, Management Information Systems or Healthcare plus 3 or more years of management experience (or equivalent experience).

Preferred:
• A combination of formal training and a basic aptitude for the discipline, i.e., principles of communication and problem solving. 5 years of work experience in a Business Analysts Lead or Supervisor position. Knowledge of Medicaid/Medicare systems.

Pre-Employment Requirements:

• Successfully pass fingerprint background check, prior employment verifications and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
