Job Summary:

This position is responsible for assistance in streamlining business processes, designing functionality, and business enhancements of the statewide accounting system. The ideal candidate will have a solid understanding of the statewide business processes and how to assist agencies in resolving issues with the statewide accounting system. This position will translate requirements into business, functional, and use case documents. The person in this role will provide functional expertise to developers during the design and construction phases of system or integration enhancements, and develop and execute comprehensive system test plans, conditions, test scripts, and test cases. This position also maintains business systems standards by applying project management methods, tools and processes as standard practice.

This position will take a support role in the design, upgrade, and implementation of one or more modules of the statewide accounting system including, but not limited to development of drafts of statewide system related policies and procedures, communication with policy/decision makers on statewide accounting system issues, and creation of statewide accounting system related implementation instructions for agencies finance offices. This role will assist in development course curriculum, Computer Based Training (CBT), training materials and virtual classroom instruction for the Arizona's statewide accounting systems, and other interfacing systems and systems General Accounting Office (GAO) oversees.

This position will provide development and analysis for AFIS and/or other supported systems, while working with user personnel and other team members to define system requirements/specifications. Additionally, this role will translate requirements into business, functional, and use case documents and have strong technical knowledge of the statewide accounting system/software, and will perform system related administrative work.

The person in this position will assist in providing development and analysis for the AFIS/APP/HRIS systems, while working with user personnel and other team members to define system requirements/specifications. They will assist with maintenance of statewide accounting
system, set-up tables, configuration, training materials/documentation, and testing of the statewide accounting system and will aid agencies in understanding the processes and preparing reports.

This position will take a supporting role in communications between the General Accounting Office and its customers, which includes but is not limited to design and implementation of the General Accounting Office website, Computer Based Training (CBT) and training materials, virtual classroom instruction, and re-design/maintenance of all electronic forms and other materials.

Job Duties:

-Assist with the implementation approved changes to application software and/or reports to maintain current standards, correct problems, modify, or enhance applications
-Participate in the definition of functional and technical requirements for application software and/or reports
-Assist with the development of application software and/or report procedures and documentation for usage, operation, backup, and recovery
-In cooperation with agencies, ADOA personnel, and end users, test application software and/or reports to assure accurate, integrity, interoperability, completeness, and performance to achieve desired results; perform other systems-related duties as required
-Assist in streamlining business practices including, but not limited to, oral and written communication and meetings with state agency financial personnel
-Recommend improved operational procedures to maximize systems efficiency
-Participate in planning and implementation of the training for the statewide financial system
-Confer with divisional management to ascertain training needs and goals
-Participate in the definition of functional and technical requirements for application software and/or reports
-Assist with the development of application software and/or report procedures and documentation usage, recovery, and problem resolution
-Independently conduct virtual training classes on a statewide basis for the statewide financial system
-TRACORP administrative duties to include running course reports, pulling class rosters, adding content, and assigning content
-Other duties as assigned as related to the position

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
-Methods and techniques of development of data and processing relating to large financial systems
-Basic PC applications (Microsoft and Google Suite)
-Advance PC applications, including Articulate Storyline & RISE, and Adobe
-Reference materials such as federal regulations, Arizona Revised Statutes, applicable agency manuals to include the Department of Administration, General Accounting Office-Statewide Accounting and Systems manuals, policies and procedures and the information contained therein and its applicability to the assigned area
-Research methodologies, quality assurance, and final technical report referencing, as well as spreadsheet techniques and statistical sampling
-State functional business processes related to systems (AFIS, APP & HRIS) as a user or technical support specialist
-Principles, concepts, practices, methods, and techniques of government accounting, audit methodologies, internal control structures, accountability, and fiscal management
-Principles of employee training program and materials, methods of education - especially adult learning training methods, techniques, and equipment, methods of training evaluation and measurement, with the emphasis on the virtual environment

Skilled in:
-Management of work organization and accomplishment
-Reading and interpreting detailed technical information; information system design, analysis, and testing; analyzing and interpreting system data; formulating solutions to system-related issues; interpersonal relationship
-Spreadsheet development, application and statistical sampling techniques
-Creating and comprehending technical documentation
-Procedure and policy interpretation for functional design within the AFIS system
-Planning, organizing, and coordinating presentation of training programs, ability to evaluate and improve training materials and courses
-Presentation, oral, and written communications
-Conducting needs analysis training requirements and priorities, development self-teaching programs
-Interpersonal relationships with internal and external individuals of varying status within state and federal agencies

Ability to:
-Balance, prioritize, and organize multiple tasks

-Synthesize feedback and adjust plans accordingly
-Build strong relationships inside and outside of the organization
-Effectively translate user requirements into business, functional, and test scenarios for projects of various sizes and complexity
-Develop and write technical documentation and training materials

Selective Preference(s):

-Bachelor’s Degree in Finance or Accounting (or equivalent experience)
-5+ years of experience in business analysis
-3+ years of training development and/or curriculum building
-PMI certification a plus
-Lean or Six Sigma certification a plus

-Requires possession of and the ability to retain a current, valid state-issued driver’s license appropriate to assignment.
