This position, under the general supervision of the Statewide Payroll Manager, the General Accounting Office (GAO) within the Department of Administration is currently recruiting for a Business Analyst. The Business Analyst acts as primary liaison between the Central Payroll and HRIS team. Supports the organization’s key business processes and applications. Gathers and documents business requirements for relatively small projects. Translates requirements into business, functional and use case documents. Provides functional expertise to developers during the design and construction phases of projects. Develops and executes comprehensive system test plans, conditions, test scripts, and test cases. Maintains business systems standards by applying project management methods, tools and processes as standard practice. Creates and delivers related user documentation and end-user training.

• Primarily responsible for system testing, especially HRIS upgrades (like V10) but also for Projects such as Agencies interfacing time records from automated timekeeping systems like Chronos and Infotronix. 
• Responsible for documenting any Payroll "bugs" in HRIS and bringing the issues forward in the HRIS CCB. Responsible for coordinating Payroll "enhancement requests" in HRIS and bringing the ideas forward in the HRIS CCB. This requires creating or updating the Functional Design Document (FDD) and working with HRIS developers to test the solution before moving to production for "bugs" or "enhancements". 
• Pay Code and Deduction Code setup. These configurations require knowledge of the accounting system (AFIS) to ensure proper charging of Objects (pay) and Expenditures (deductions). Pay codes are grouped in Pay Classes and attached to Deduction Codes to define the wages eligible for specific deductions. Knowledge of requirements for creating the Pay Class to ensure proper deductions. 
• Monitoring of Absence Management Plans to ensure accrual rules and rates are followed in accordance with multiple Personnel Systems. This is a coordinated effort with ADOA HR as well as other State agencies that have their own Personnel Systems. 
• Develop more Payroll analytic reports to assist in identifying trends and outliers. 
• Maintenance and patching of BSI, the tax program that is used in HRIS. There are weekly, monthly and annual patches that must be applied to ensure Federal and State tax compliance. These patches usually require testing. 
• Complete Fiscal Year End Tasks which include updating of all Pay Codes and Deduction Codes to reflect new BFY. Also, ASDB Leave Roll. Calendar Year End Tasks which include Annual Leave Roll and Family Sick Leave reset. Processing of Military Leave (for eligible employees) on the rolling 2 year fiscal calendar. 
• Other duties as assigned as related to the position.

• Methodologies and techniques for systems analysis and design, business process modeling, requirements gathering, quality assurance, and software development

• Bachelor’s degree and/or 5 years of experience in business analysis (or equivalent experience) 
• PMI certification a plus 
• Lean or Six-sigma certification a plus
  

• Background and reference check, including a state and federal criminal records check 
• Requires possession of and the ability to retain a current, valid state-issued driver’s license appropriate to assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driving training (see Arizona Administrative Code R2-10-207.12).
