Job Summary:

This position will be responsible for providing the creation and maintenance of the data governance policies, MOUs/DUAs, and other data governance associated documents that are maintained by the Arizona Department of Health Services. This position will work with all program areas within the agency to ensure understanding and utilization of data governance policies. This position will participate in the Data Governance Council and provide expertise and recommendations for business processes. This position will assist with interagency as well as outside agency data sharing activities.

Job Duties:

- Creates and maintains data governance policies and MOUs/DUAs for the agency.
- Gathers business requirements for new data or systems within the agency.
- Participates in the Data Governance Council.
- Completes data governance training and provides expertise for the agency.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
- Considerable working knowledge of methodologies and techniques for business process modeling and requirements gathering.
- General knowledge of policies, procedures, programs and business goals.
- Performance Management (PM), and Continuous Quality Improvement (CQI) and Lean methodologies.

Skill in:
- Proficient analytical skills to evaluate information gathered from multiple sources, consolidate details and extract to functional requirements.
- Demonstrated ability to develop and write technical documentation.
- Strong customer service skills.
- Excellent interpersonal, written and oral communication skills.
- Demonstrated ability to balance, prioritize and organize multiple tasks.
- Demonstrated ability to work collaboratively in teams and across organizations.
- Demonstrated ability to build strong relationships inside and outside the organization.

Ability to:

Selective Preference(s):

Bachelor’s Degree plus 10 years of experience in business analysis (or equivalent experience). PMI certification a plus. Scrum Master a plus.

Employees who drive on state business require possession of and the ability to retain a current, valid state-issued driver’s license appropriate to the assignment. To help you build a financially secure future, the State makes monthly contributions to finance your retirement benefit. The State will make a contribution to the ASRS in an amount equal to your contribution. In other words, you and the State will each pay 50% of the total cost of the benefit.
