Job Summary:

The Arizona Department of Administration (ADOA), Enterprise Resource Division (ERP) is seeking an analytical and collaborative Business Intelligence Analyst Intermediate to join its team. In this role, you will work closely with Information Technology teams and agency or project staff to gain a comprehensive understanding of the data landscape across various databases and applications. You will play a crucial part in translating complex business requirements into actionable, user-friendly reports and analytics, utilizing and developing robust data collection processes and business intelligence capabilities specifically tailored for the ADOA ERP Department's Power BI application. Additionally, you will assist in evaluating business requirements, priorities, and feasibility assessments, while developing use cases and user acceptance testing plans. A key component of this position involves defining key performance indicators and designing, developing, and documenting critical workflows, dashboards, alerts, reports, and user guides to support data-driven decision-making across the agency.

Job Duties:
  • Designing, developing, and maintaining business intelligence solutions including developing data pipelines to extract, transform, and load (ETL/ELT) data from CGI Insight into Snowflake.
  • Provide ongoing maintenance, troubleshooting, and enhancements for the data analytics platform and reporting systems. Conduct unit testing to ensure system stability.
  • Crafting and executing database queries upon request for data from business units and leadership.
  • Create and maintain dashboards and visualizations using BI tools like Power BI or Tableau to present data clearly.
  • Collaborate with finance, operations, and IT teams to gather complex business requirements. Translate these needs into technical data solutions and integrate systems across the department.
  • Develop and update technical documentation, including data definitions, business logic, and workflows. Assist in establishing policies, standards, and procedures for the collection and analysis of data.
  • Provide weekend work and after-hours support for Feature Set releases, system deployments, and other critical efforts.
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Deep understanding of CGI Advantage modules (Finance, Budgeting, Procurement, HR/Payroll).
  • Data warehousing concepts (star/snowflake schemas, fact/dimension modeling).
  • Cloud data platform architecture, especially Snowflake.
  • SQL fundamentals and advanced query optimization techniques.
  • ETL/ELT processes and data pipeline design.
  • Financial data structures (GL, AP, AR, budgeting) common in public sector systems.
  • Data governance, data quality, and security best practices.
  • Reporting and BI concepts (KPIs, dashboards, data storytelling).
  • Integration methods (APIs, flat files, middleware).
  • Understanding of role-based access control and compliance standards (e.g., SOC 2, HIPAA if applicable).

Skills in:

  • Write complex, performant SQL queries in Snowflake.
  • Build and optimize data models within Snowflake (tables, views, materialized views).
  • Develop ETL/ELT pipelines using tools like Snowflake Tasks, Streams, or external tools (e.g., Informatica, Talend).
  • Extract and transform data from CGI Advantage into analytics-ready formats.
  • Create dashboards using BI tools (e.g., Tableau, Power BI).
  • Implement data ingestion strategies (batch and near real-time).
  • Performance tuning for large-scale datasets.
  • Debug data discrepancies between source (CGI Advantage) and Snowflake.
  • Automate workflows and data refresh processes.
  • Document data pipelines, models, and business logic clearly.
  • Collaborate with finance/business stakeholders to translate requirements into technical solutions.

Ability to:

  • Analyze complex financial and operational data and translate it into actionable insights.
  • Bridge the gap between technical systems (Snowflake) and business users (finance, operations).
  • Manage multiple data integration projects simultaneously.
  • Quickly learn new modules or updates within CGI Advantage.
  • Ensure high data accuracy and integrity across systems.
  • Communicate technical findings clearly to non-technical stakeholders.
  • Troubleshoot end-to-end data issues across ERP -> ETL -> Warehouse -> BI layers.
  • Work independently while also contributing to cross-functional teams.
  • Adapt to evolving cloud technologies and BI tools.
  • Think critically about performance, scalability, and cost optimization in Snowflake.
Selective Preference(s):
  • A Bachelor’s Degree in Computer Science, Information Systems, Business Management or closely related field (Preferred).
  • 2 years of experience in a business intelligence or data analysis role (Preferred).
  • MS Power BI Data Analyst certification (Preferred).
