Job Summary:

The Government Transformation Office (GTO) is an internal consulting team established by Executive Order 2012-07 in support of the Governor's vision to promote a lean, efficient government for the citizens of Arizona. GTO works in close partnership with state agencies to design and implement strategies to improve service, cost and quality across the enterprise.


This primarily-remote position is a member of the Data and Analytics team in the Arizona Government Transformation Office. The Business Intelligence Analyst is responsible for the design and implementation of executive-level data collection, analysis, and visualization projects spanning various government agencies using various tools including Tableau and database server infrastructure. Working with numerous stakeholders, this position will help develop concise, actionable reporting that empowers data-driven decision making. In addition, this role will also help analyze and provide recommendations on internal business procedures that can be used to help further define and mature our growing analytics program.

Job Duties:
  • Support the development and sustainment of multiple state-level dashboards and supporting systems including Statewide Permitting, AMS Assessments, Agency Performance and Strategic Execution. 
  • Permitting and performance-related data analysis and reporting to help determine current trends, needs and opportunities within our state. 
  • Facilitated problem-solving and data visualization agency engagements 
  • Interpret business intelligence, reporting, and data analysis needs while working closely across multiple organizations and IT teams to integrate data into critical information that informs planning, measuring and enhances operational performance. 
  • Work with stakeholders and subject matter experts to assess business requirements, priorities, define key
    performance indicators and participate in the development of reports/dashboards/visualizations that empowers
    data-driven decision making.

  • Monitor operational KPIs, determine gaps in performance metrics, and recommend/execute change management techniques for efficiency/quality improvements 
  • Other duties as assigned as related to the position
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • BI development tools (Tableau Server, Tableau Desktop, GDS, etc.) 
  • Developing metrics and reports, using data insights to support business cases, planning, and decisions 
  • Data ETL and exploratory analysis techniques


Skilled in:

  • Basic SQL and data manipulation skills 
  • Dashboard development with aTableau Server environment
  • Full data life-cycle understanding (requirements gathering through production deployment and support)
  • Strong listening, written and verbal communication skills

Ability to:

  • Manage and prioritize multiple tasks/requests simultaneously under time constraints and meet deadlines in a professional manner
  • Effectively communicate technical ideas verbally and in writing to non-technical staff 
  • Business proficiency (written and spoken) and respective business acumen
Selective Preference(s):
  • Bachelor's degree in Finance, Computer Science, Statistics, Mathematics, Economics or related field or equivalent combination of education and experience. 
  • 3-5 years of relevant experience as a business/financial analyst, developing metrics and reports, using data insights to support business cases, planning, and decisions. 
  • Tableau experience required. Python-based ETL experience is a plus.
Pre-Employment Requirements:
  • Background and reference check, including fingerprint check 
  • Requires possession of and the ability to retain a current, valid state-issued driver’s license appropriate to assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driving training (see Arizona Administrative Code R2-10-207.12).
