The Department of Economic Security, Division of Developmental Disabilities (DDD), is seeking an experienced and highly motivated individual to join our team as a Business Intelligence Analyst. This position works with the Leadership, Business Information Technology Team, and other Division staff to provide the expertise to identify the administration needs for informatics, reporting, and data analysis to assist with data-driven business and policy decisions.

Applicants for this position cannot be licensed or certified by the DDD Office of Licensing, Certification and Regulation, cannot have a principal interest in or have a spouse or close family member with a principal interest in a DDD Qualified Vendor Agreement, and cannot be employed or subcontracted by a DDD Qualified Vendor.

Job Duties:

Essential Duties and Responsibilities include, but are not limited to:

  • Assists in designing models that aid in analyzing issues identified and fulfilling requests from the business unit to which they are assigned. Research business issues, create and maintain reports and dashboards utilizing industry best practices and technology platforms such as Tableau, SQL, Google, and other tools/technologies to monitor, measure, and report on the results.
  • Participates and supports work planning strategies, projects and development opportunities related to data analytics for the business unit to which they are assigned. Develops and writes business requirements for solution design. Identifies Administration needs for informatics, reporting, and data analysis to assist with business and policy decisions.
  • Assist in the development of end-user training material, provide support in the creation and sustainability of a report strategy for each of the areas in the business unit to which they are assigned, to enable teams to recognize opportunities, see successes and make more data-driven decisions.
  • Provides functional expertise and works with analytical software and informatics programs, assists with any testing of new system updates, enhancements, maintains system resources, databases and data dictionaries as needed.
Knowledge, Skills & Abilities (KSAs):

Knowledge in:

  • Experience with SQL, Tableau, Google, Focus, Excel, Visio, OnBase and other data management programs.
  • Data systems creation methods, software applications used to monitor and review data.
  • Statistical and business analysis.
  • Division's current data systems, including FOCUS, OnBase, as well as knowledge and experience using databases, including creating simple databases and queries.
  • Strategies for achieving effective data acquisition.
  • Management, quality, use and application.
  • Applicable laws, rules, and policies regarding security, privacy, and management of confidential data.
  • IT life-cycle and preventative disease and vaccination surveillance system design, operation and maintenance.
  • Qualitative and quantitative techniques for analyzing and measuring program/project efficacy; project management disciplines and techniques.

Skills In:

  • Excellent organizational skills.
  • Effective oral and written communication skills.
  • Computational evaluations, such as summations, means, proportions, rates, and other statistical methods used to evaluate the internal and external consistency of aggregated statistical tabulations.
  • Analytical software (SAS (Statistical Analysis System) & R).
  • Advanced computer skills (e.g., SAS & R, Tableau and SQL).
  • Establishing and maintaining interpersonal relationships with internal and external stakeholders.
  • Providing technical assistance to business partners.
  • Performing analytic functions, including workflow and statistical analysis.
  • Effectively utilizing data collection, research, and analysis methodologies.

Ability to:

  • Capacity to work with various data and to identify possible problems, efficiency issues and recommend conclusions from that data.
  • Interpret and write statistical report narratives.
  • Develop and apply consistent standards that detect problems with internal or external consistency and completeness of data presentations and create graphs and longitudinal flowcharts using available data.
  • Gather, read, interpret, and maintain data for analytical purposes, policy decisions and business operations.
  • Communicate complex information to nontechnical audiences.
  • Develop functional and technical specifications for data analysis through interfacing with staff.
  • Analyze large complex data sets and identify trends in relation to data queries.
  • Write clear, concise, and accurate reports.
  • Provide and maintain technical support to end users of the database.
Selective Preference(s):

The ideal candidate for this position will have:

  • A Bachelor's Degree from an accredited college or university in Computer Science, Information Systems, Business Management or a closely related field.
  • Experience working with the DDD program and related experience with other data management programs.
Pre-Employment Requirements:
  • Employee shall obtain and maintain a valid Level One fingerprint clearance card that meets DES requirements for a Level One card pursuant to Arizona Revised Statute 41-1969.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State-sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
