Job Summary:

This is an advance job posting for the Arizona State Veteran Home – Flagstaff. First review of applications will be conducted after 1 November 2022.

The Candidate works under the direction of the Assistant Director/ASVH Administrator and in consultation with the Chief Financial Officer, this position is responsible for the day-to-day accounts receivable (billing and collection) functions of an Arizona State Veteran Home, a skilled nursing facility. Assists with budget preparation. Manages the resident trust fund (Personal Incidental Account). Oversees the operations of the Arizona State Veteran Home warehouse/storeroom. Ensures compliance with accepted accounting principles and standards, Medicare, Medicaid and VA guidelines, third-party payer rules and federal and state rules and regulations. Supervises assigned staff. Incorporates a cultural focus on Veteran/Member-centered care in the performance of job duties. Learns, implements and monitors Arizona Management System (AMS) methods. Utilizes AMS concepts and tools for problem solving and continuous work/process improvements and efficiencies.

Job Duties:
  • Prepares or assists with the preparation of operating and ancillary budgets for the Home.
  • Coordinates all accounts receivable functions for the home to ensure timely and accurate billing/collection of Veteran/Member accounts according to facility policies and procedures.
  • Oversees posting, balancing and reconciling of records.
  • Directs input of financial data into computerized systems.
  • Prepares monthly reports.
  • Keeps Administrator informed of fiscal status of facility on regular basis; notifies of financial issues that may impact revenue flow.
  • Participates in writing department policies and procedures.
  • Sets up and monitors internal controls. Ensures compliance with accepted accounting principles and standards, Medicare and Medicaid guidelines, third-party payer rules and federal, state and VA rules and regulations.
  • Responds to auditors and surveyors regarding fiscal issues.
  • Directs the financial aspects of the admissions process.
  • Ensures admissions are financially eligible and able to pay for their care.
  • Meets with Veteran/Member families or responsible parties to discuss billing questions.
  • Works with Social Services to establish guardianship as necessary.
  • Serves as liaison with Veteran Benefits Counselors to make sure Veterans/ Members are receiving benefits due them.
  • Tracks status of ALTCS applications. Assists with research for recertification.
  • Oversees resident trust fund (Personal Incidental Account) to ensure its integrity.
  • Maintains surety bond in excess of Personal Incident Account balance.
  • Supervises subordinate staff to ensure goals and objectives of work unit are met.
  • Plans, organizes, assigns and reviews work of staff. Provides training and support.
  • Conducts 1:1 coaching and evaluates performance in timely manner. Addresses staff problems.
  • Recommends disciplinary actions. Interviews and selects staff.
  • Attends and participates in various meetings. Serves on committees.
  • Conducts monthly Accounts Receivable Meeting. Conducts staff meetings.
  • Participates in provider contract reviews and provides input/makes recommendations.
  • Participates in special projects as assigned.
  • Actively involved in AMS processes such as Huddle Boards, Problem Solving, Job Breakdown Sheets, Success Tracking, and Standardized Work.
  • Participates fully in the QAPI process, the Quality Assurance and Performance Improvement program mandate by CMS, which incorporates AMS.

Pre-Employment Requirements:
  • Requires the ability to obtain and retain a valid AZ DPS Fingerprint Clearance Card
  • This position is subject to the vaccination requirements outlined in CMS Interim Final Rule - Medicare and Medicaid Programs; Omnibus COVID-19 Health Care Staff Vaccination (published November 5, 2021) (86 FR 61555)
  • Current Negative Tb skin test (Mantoux skin test) within the last 6 months or a written statement from a physician, physician’s assistant or a registered nurse practitioner indicating freedom from tuberculosis, if in the past has had a positive skin test or tuberculosis
