Job Summary:

The Administrative Services Division of the Arizona State Retirement System is seeking a highly skilled professional who possesses strong analytical and interpersonal skills who will review purchases made agency-wide, administer or assist in procurements within the agency, prepare contracts, partner with ADOA on statewide contracts of interest to the agency and locate sources for supplies and products. Additionally, this role will oversee the agency’s facilities management.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

The Buyer/Facilities Coordinator will:
• Enter and review purchase requests; work with staff to clarify requirements and develop specifications; analyze, research, and compare products within statewide contracts, services, quality, availability, and shipping; make purchase recommendations; collect data; calculate cost-benefit ratios; compile estimates. Recommend solicitation methods such as requests for quotations, invitations for bids, or requests for proposals; negotiate contracts; identify terms, conditions, and requirements; write/administer bids or proposals; recommend or make quotation awards; maintain databases to track contracts and agreements.
• Plan, organize, and direct facilities and building requests for ASRS floors for departmental expansion, relocation, reconfiguration, and storage. Inspect and troubleshoot or report facility problems and risk management issues; initiate and accomplish practical resolutions.
• Assist with agency-wide procurements at the direction of the procurement officer.
• Provide contractual guidance about contract terms, use, and modifications and facilitate communication with legal, finance, and business teams for resolution of contract issues and disputes.
• Assist in identifying, developing, and implementing new contract policies and processes.
• Assist with the physical security program as directed by Manager.

The Buyer/Facilities Coordinator should have the ability to:

The Buyer/Facilities Coordinator should have the following skills:
• Planning, scheduling, and prioritizing skills dictated by multiple projects
• Ability to draft moderate to complex, non-routine contractual instruments
• Excellent verbal/written communication and interpersonal skills to convey a clear understanding

• Highly developed analytical and mathematical skills for utilizing information and evaluating bids and price proposals
• Strong negotiation and problem solving/conflict resolution skills for contract services and terms
• Use of independent judgment and creativity applied to resolution of contract issues
• Excellent customer service skills
• Strong written and verbal communication skills
• Excellent collaboration and teamwork
• Strong Microsoft Office skills

The Buyer/Facilities Coordinator should have knowledge of:
• Project management principles and techniques
• Effective and efficient processes to accomplish assignments
• Federal and state laws, rules, regulations, procedures, and practices pertaining to procurement and contracts
• Risk management principles and loss control techniques
• Market conditions affecting acquisition of goods and services
• Building maintenance and repair management

Selective Preference(s):

Bachelor’s degree or equivalent work experience in contracting and/or customer service
One to five years of experience in government purchasing
Certification in purchasing management from a nationally recognized certifying authority is a plus
