Job Summary:

The Campaign Finance Analyst administers and manages statutory campaign finance filing and reporting duties for the Arizona Secretary of State's office. This position is responsible for managing staff, projects, and operations related to campaign finance to ensure this office's compliance with requirements. This position will establish procedures, allocate resources to fulfill deadlines, and oversee end-to-end execution of relevant project deadlines.

As the subject matter expert in campaign finance, key responsibilities include: (1) establishing yearly reporting schedules; (2) processing notifications and enforcement requirements related to campaign finance; (3) providing evidence and documents to the Attorney General for Reasonable Cause and filing violations; (4) creating materials to help team members and the public understand relevant laws and policies; (5) serving as the primary point of contact for campaign finance related software. The Campaign Finance Analyst oversees responses to campaign finance.

This position serves as the primary point of contact for campaign finance reporting of contributions and expenditures for all committees registered with the Secretary of State. Other duties may include: assisting with the initiative process; researching election related topics, compiling information, and analyzing policies and procedures for various Secretary of State publications; interact with management and staff on a variety of complex or sensitive issues; conduct and prepare a variety of research projects alongside management and staff; interact with citizens, candidates, or county and local officials on a variety of complex or sensitive issues; explain election related information to citizens desiring to participate in the election process; explain election related requirements to potential candidates (e.g., qualifications, filing dates, filing requirements or other regulations); assist county and municipal election officials with election related inquiries and requirements.

Job Duties:
  • Administer and manage statutory campaign finance filing and reporting duties for the Arizona Secretary of State's office.
  • Responsible for managing projects and operations to ensure compliance with campaign finance requirements.
  • Creates workflow, allocates resources, and oversees end-to-end execution of project deadlines.
  • Oversee responses to campaign finance-related customer service.
  • Serve as primary point of contact for reporting of contributions and expenditures for all committees registered with the Secretary of State.
  • Oversee the roll out of the multi-jurisdictional use of the Beacon software across counties, cities, and towns. Conducts trainings, workshops, and assist clerks and staff with administering the software in their jurisdictions.
  • Establish yearly campaign finance reporting schedules for committees and Standing committees.
  • Process notifications and enforcement requirements for out-of-compliance committees. Provide evidence and documents to Attorney General for Reasonable Cause and filing violations.
  • Adjust and publish campaign contribution limits and officeholder expense account limits biannually per election cycle.
  • Create and provide adjusted Clean Elections Act expenditure and contribution limits.
  • Research, create, edit and publish handbooks relating to campaign finance and reporting.
  • Conduct campaign finance training workshops statewide.
  • Serve as the team's subject matter expert on Beacon (the name of the State's electronic campaign finance filing software program.
  • Lead on elections team with IT for development and improvement with Beacon and Spotlight programs.
  • Other duties as assigned, as related to the position.
Knowledge, Skills & Abilities (KSAs):
  • Knowledge of Arizona state government and duties of Secretary of State-Knowledge of Arizona Revised Statutes
  • Knowledge of legislative process-Working knowledge of Arizona campaign finance and election law, reporting requirements and jurisdictional requirements
  • Knowledge of computer hardware and software or other resources necessary to conduct research, review materials, edit or create documents, and organize electronic files.
  • Thorough research, analysis, writing and presentation skills.
  • Experienced in simultaneously managing multiple, complex projects and meeting strict deadlines-Strong team mentality and commitment to both division and agency success.
  • Adept at public speaking and presenting complex information-Adaptive to change and performs well under high-pressure scenarios.
  • Can set and achieve realistic yet ambitious goals for self and team members-Adaptive to change in procedures or responsibilities.
  • Create, teach and reinforce campaign finance and lobbying best practices.
  • Promote a positive work environment that contributes to overall success of the Agency.
  • Able to develop and execute goals, while effectively and efficiently utilizing all resources to meet deadlines.
  • Takes ownership of projects and makes decisions with limited guidance.
Selective Preference(s):
  • Bachelor's Degree in relevant field.
  • Experience working on campaigns.
Pre-Employment Requirements:

Valid AZ Driver's License-Election Officer Certification by the Secretary of State's office by January 2024
